Carlos Rivas Quiñones[a] is an attorney and economist, and a former Director of the Puerto Rico Office of Management and Budget. Rivas was previously the Executive Director of the Puerto Rico Financing of Housing Authority. He was also an Associate at McKinsey and Company. Rivas has a juris doctor from Stanford University and a bachelor's degree in Economics from Princeton University.[1][2][3][4]
