Purpose

To inform editors that they are being discussed on the Administrative Noticeboards.

Parameters

topic - optional parameter that links to the page being discussed
thread - optional parameter that links to thread that user is being discussed at
noticeboard - a parameter that can be changed to reflect the appropriate noticeboard, e.g. Wikipedia:Administrator's noticeboard/Incidents, rather than the default, which is Wikipedia:Administrator's noticeboard.)
reason - a parameter that can be changed to reflect a more specific reason why the editor is being discussed
sign - optional parameter that if set to yes will include your signature
