Basic information
Hoaeter (talk · contribs · block log · arb · SPI confirmed suspected)
Comprehensive edits analysis
A series of sockpuppet (possibly meatpuppet) accounts, pushing an agenda in Habesha peoples (edit | talk | history | protect | delete | links | watch | logs | views) and related articles and templates. Hoaeter is the oldest SPI-confirmed account (created 2018), but the accounts most likely begin with Habesha Union (created 2017), and possibly even earlier: similar behavior goes back to EthiopianHabesha, who was topic-banned in 2017 from editing Horn of Africa-related articles. At one point, one of the sockpuppet accounts claimed to have been blocked since 2007.
Targeted areas, pages, themes
Ethiopia and Eritrea, and their respective demographics and diasporas. Specifically the edits center around Habesha peoples.
Habitual behavior
Accounts seek to advocate for an inclusive definition of "Habesha" in Habesha peoples and related articles and templates. No one has really disagreed with inclusion of their idea, per se. The problem, rather, is that they continuously cite sources that don't corroborate their claims and/or that are unreliable. In one case they fabricated a citation to make it appear as though a blog post (credited to "Habesha Union") had been published in a peer-reviewed academic journal. but more generally that shoehorning content into unsupporting citations shows they're pushing an agenda. Other editors' pleas to review WP:V, WP:NPOV and WP:ADVOCACY are met with WP:IDHT. The pattern repeats with new accounts.
When confronted (i.e., blocked) they tend to attack other editors (e.g. through unblock requests, or via new accounts), and accuse Wikipedia(ns) of bias or outright racism. The personal attacks have extended outside of Wikipedia.

Other notes
At one point, one of the accounts admitted to using sockpuppetry ("who do sock puppetry as the only way to defend themselves inside wikipedia") in contrast to the usual protests that they aren't a sockpuppet, or do not know what a sockpuppet is.
