People's Alliance for Gupkar Declaration (abbreviated as PAGD; formerly known as Gupkar Declaration) is a political alliance between the multiple mainstream regional political parties of Jammu and Kashmir aimed at to safeguard and to restore special status along with Article 35A of the erstwhile state Jammu and Kashmir.[1][2] It was originally formed as Gupkar Declaration, a historical political movement by the major political parties such as National Conference, Indian National Congress, Peoples Democratic Party, Communist Party of India (M), Jammu and Kashmir People's Conference and Awami National Conference on 4 August 2019, a day before 370 was revoked by the parliament of India on 5 August 2019.[3][4] It was primarily signed in an attempt to oppose the government of India's decision after it deployed additional security forces to maintain law and order in the state, a week before the parliament of India limited or revoked autonomy of the disputed region.[5]
Background
It was initially signed as a joint "resolution" than a party on 04 August 2019 at Gupkar Residence in Srinagar and thus it became known as Gupkar Declaration.[6] On August 2020, the political alliance signed Gupkar Declaration II[1] and it gradually became a joint political party or alliance along with its official flag of erstwhile state announced in October 2020.[6][7] Later, the second meeting was also held in Srinagar, the summer capital of the erstwhile state. It was organized by the politicians at Mehbooba Mufti's residence and finally renamed to the People's Alliance for Gupkar Declaration on 24 October 2020.[8][2] The official name was adopted when the leaders held meeting after released from detentions. The alliance chairperson was unanimously elected Farooq Abdullah while Mehbooba Mufti serves its vice-chairperson. Mohammed Yousuf Tarigami serves as its convenor while Hasnain Masoodi serves its coordinator and Sajjad Gani Lone was appointed as a spokesperson.[7]
The Gupkar objectives reportedly seeks to boycott its participation in the upcoming election of the Jammu and Kashmir Legislative Assembly.[9] The declaration also reads to carry out talks politically with all stakeholders, particularly with the separatist leaders.[10]
Gupkar Declaration II
Gupkar Declaration II is the second phase of Gupkar signed on 22 August 2020 by the involved political parties. It is aimed at to remain focused on the objectives of the Gupkar Declaration after all parties opposed revocation of Article 370 and the split the state into two union territories such as Ladakh and Jammu and Kashmir. It identifies revocation of 370 as "unconstitutional".[11]
Criticism
The Bhartiya Janata Party leader for Jammu and Kashmir Ravinder Raina claims the alliance as "Gupkar Gang".[7] The alliance formation triggered controversies after it was claimed as "anti-national", however, the claim was declined by the involved parties, citing "the alliance is not anti-national, but is an anti-BJP".[12] BJP allegedly identifies the alliance as "anti-national", alleging the alliance is backed by Pakistan and China[10], the two sovereign states engaged in military conflicts with India since 1947 at multiple occasions over Kashmir issue.[13][14]
On 24th October 2020 PDP president Mehbooba Mufti made remarks citing the "party members wouldn't raise the Indian tricolour unless they are allowed to raise the flag of Jammu and Kashmir". Her remarks were subsequently critised across party lines including the Indian National Congress, a signatory in Gupkar declaration.[15][16]
