Gagik Gurgeni Khachatryan, (born on November 26, 1955, USSR Amasia region, Amasia village), RA statesman, RA Minister of Finance (2014–2016).

Education

  • Graduated the Yerevan Polytechnic University After K. Marx in 1977, majoring in “Industrial Electronics” and receiving a qualification of an electronics engineer.
  • Graduated the Yerevan Institute of National Economy in 1987, with a degree in "Accounting – Analysis of Economic Activity", and a qualification of an economist

Professional Experience

  • 1977–1978 worked as an electronics engineer in “Electron” factory
  • 1978–1984 served as the second secretary of the initial organization of the Lenin Communist Youth Union Nairi regional committee
  • 1984–1986 worked as the head of the department of the State Agro-technical school after G. Aghajanyan
  • 1986–1989 served as the secretary of the initial party organization of Nor-Geghi State Technical College
  • 1989–1996 – First Deputy Director of "Nairi" agro-firm
  • 1996 worked as the Deputy Head of Hrazdan Tax Inspectorate
  • 1996–1999 – Head of Mashtots Region Tax Inspectorate
  • 1999–2000 – Head of the Tax Inspectorate of Erebuni region
  • 2000 – Head of the Tax Inspectorate of Shahumyan region
  • 2000–2001 – Deputy Head of the Tax Department of the RA Ministry of State Revenues
  • 2001–2008 – Deputy Chairman of the RA State Customs Committee
  • April 15 – June 4, 2008 – Acting Chairman of the RA State Customs Committee[1]
  • On June 4, 2008, by the decision of the Prime Minister of the Republic of Armenia, he was relieved of the post of Deputy Chairman of the State Customs Committee[2] under the Government of the Republic of Armenia
  • On June 4, 2008, by the decree of the President of the Republic of Armenia he was appointed as the Chairman of the State Customs Committee of the Republic of Armenia[3]
  • On August 20, 2008, by the decree of the President of the Republic of Armenia he was appointed as the Chairman of the State Revenue Committee of the Republic of Armenia[3]
  • On April 26, 2014, he was relieved of the post of Chairman of the State Revenue Committee under the Government of the Republic of Armenia by the decree of the President of the Republic of Armenia[4]
  • On April 26, 2014, by the Decree of the President of the Republic of Armenia he was appointed Minister of Finance of the Republic of Armenia.[5]

Net Worth

Gagik Khachatryan has worked in the public sector from 1996 to 2016 holding a state position, which legally did not allow him to engage in business activities. In the meantime, there was news in about his potential return in 2017.[6]

Even from his time as the Minister of Finance, Gagik Khachatryan was known to be one of the richest people in Armenia.[7] Nevertheless, in a short interview given to A1+, he stated that, “I don’t own any businesses, if I do—prove it”.[8]

At the end of 2013, Gagik Khachatryan had stated in the property declaration form for the high-ranking officials that he had 272,000,000 million AMD and 2,972,000 USD, not mentioning any other property.[9][10] His wife, Laura Yepremyan, declared 180,000,000 AMD and 2,745,000 USD.[9] The media have since questioned the authenticity of the presented figures, claiming that Gagik Khachatryan and his family have much more money, which they attempt to hide from the public.[11][10]

The public and mainstream media claim that Gagik Khachatryan’s fortune reach mythical figures,[10][9] involving presence in almost all sectors of the Armenian economy as well as many foreign companies including offshore.[11][10][9]

Personal Life

Gagik Khachatryan is married, has two sons and one daughter. His sons, Gurgen and Artyom Khachatryan, are entrepreneurs and the co-founders of Galaxy Group of Companies.[12] As evidenced by the interview given to banks.am,[13] Khachatryan’s two sons have never had any involvement in politics or state work, and have strictly engaged in business only.[14] In 2019, they announced the “Innovation and Technology Park” project in Yerevan, with an estimated number of 6,000 jobs.[15]

Titels and Awards

  • On December 29, 2011, Gagik Khachatryan was awarded the special rank of Lieutenant General of the Customs Service by the decree of the President of the Republic of Armenia.[16]
