Season 13 is set on the planet Chorus, shortly after the Reds and Blues help end the civil war between the Federal Army of Chorus and the New Republic by exposing the involvement of Locus, Felix and their fellow mercenaries led by former UNSC Oversight Subcommittee Chairman Malcolm Hargrove. It is now all-out war with the Reds, Blues and Chorus against Hargrove and his mercenaries.

A new unnamed UNSC Chairman of the Oversight Subcommittee receives a recorded message from Epsilon Church. Church explains that the message contains documents and video files of the treasonous acts committed by the new chairman's predecessor Malcolm Hargrove and his mercenaries as well as the actions of the Reds and Blues and the people of Chorus. Church apologizes for sounding over dramatic, as he explains that this is a story of how he died.
