Mun Tsai Tong (門仔塘) was a harbour locating between northeast Tsing Yi Island and Nga Ying Chau of Hong Kong. It was reclaimed for the development of new town on Tsing Yi Island in 1980s. The harbour became two public housing estates, Cheung On Estate and Cheung Fat Estate.

The harbour once was gathered fishermen and boat-people that were affected from the reclamation of Tsuen Wan and Kwai Chung area. They were forced to leave again when reclamation on the harbour started. CARE (美國經援協會) and Caritas (明愛) built homes for them in the nearby hill, namely Fishermen Village and St. Paul's Village.
