As south Korea does not recognise geographical changes within north Korea, it is labeled as Kowon sometimes.[ 43] It was split from Kowon County in 1990. A trolleybus exists for Kowon coal mine, with an unknown state of operation.[ 62]

A single line via city's main thoroughfare. Assumed route . Route extended in 2019-2020, received new Chollima-321 trolleybuses.[ 66] Three more lines under construction.
Yonsan County 연산 (延山)
Said to be a 'cableway for transporting minerals'.[ 67] Trolleybus overhead seen in Holdong-rodongjagu, line continues a few kilometers east, then seemingly ends around the mouth of a tunnel. No trolleybuses observed on the network.
Confirmation is lacking (Tarkhov and Merzlov).
