He also appears to be a sock of 98.246.92.242, based identically quirky edits a day apart here and here.

If checkuser is the means of checking the IPs (I'm unclear on my understanding of checkuser), then checkuser I guess should be requested. If not, Extravaganza1 is the key thing.
