ST47 issued this block back in 2018, indicating this range was that of a web host provider. This is not the case, and the range corresponds to a commercial ISP called Altán Redes. In fact, you can verify this by yourselves using the https://ipcheck.toolforge.org/ suite. You will find that this range is neither an open proxy nor a web host. Thank you.
