The Ministry of Culture and Tourism of the People's Republic of China (中华人民共和国文化和旅游部) is a department of the State Council of the People's Republic of China in charge of culture and tourism.
The Ministry of Culture and Tourism is mainly responsible for researching and formulating cultural and tourism policies and measures, overall planning for the development of cultural undertakings, cultural industries, and tourism, in-depth implementation of cultural projects to benefit the people, organizing and implementing cultural resource census, excavation, and protection work, and maintaining various cultural markets. This includes ordering the tourism market, strengthening cultural exchanges with foreign countries, and promoting Chinese culture going global.[2]
The ministry was established on 19 March 2018 based on the Ministry of Culture and the China National Tourism Administration.[3]
History
On March 17, 2018, the first session of the 13th National People's Congress adopted the "Decision of the First Session of the 13th National People's Congress on the Institutional Reform Plan of the State Council" and approved the "Organizational Reform Plan of the State Council." The plan stipulates: "Establish the Ministry of Culture and Tourism. Integrate the responsibilities of the Ministry of Culture and the National Tourism Administration, and establish the Ministry of Culture and Tourism as a component department of the State Council. The Ministry of Culture and the National Tourism Administration will no longer be retained."[4][5][6]
Responsibilities
According to the "Regulations on the Functional Configuration, Internal Organizations and Staffing of the Ministry of Culture and Tourism", the Ministry of Culture and Tourism assumes the following functions:[7]
- Implement the Party’s cultural work guidelines and policies, study and formulate cultural and tourism policies and measures, and draft cultural and tourism laws and regulations.
- Coordinate the development of cultural undertakings, cultural industries, and tourism, formulate development plans and organize their implementation, promote the integrated development of culture and tourism, and promote the reform of cultural and tourism systems and mechanisms.
- Manage major national cultural events, guide the construction of key national cultural facilities, organize the promotion of the overall national tourism image, promote foreign cooperation and international market promotion of the cultural industry and tourism industry, formulate tourism market development strategies and organize their implementation, guide and promote all-region tourism.
- Guide and manage literary and artistic undertakings, guide artistic creation and production, support literary and artistic works that embody the core socialist values and are directional, representative, and exemplary, and promote the development of various categories of art and various art varieties.
- Responsible for the development of public cultural undertakings, promoting the construction of the national public cultural service system and tourism public services, in-depth implementation of cultural projects to benefit the people, and coordinating the promotion of standardization and equalization of basic public cultural services.
- Guide and promote the innovative development of cultural and tourism science and technology, and promote the informatization and standardization construction of the cultural and tourism industry.
- Responsible for the protection of intangible cultural heritage and promote the protection, inheritance, popularization, promotion, and revitalization of intangible cultural heritage.
- Coordinate the planning of the cultural industry and tourism industry, organize and implement the census, excavation, protection, and utilization of cultural and tourism resources, and promote the development of the cultural industry and tourism industry.
- Guide the development of the cultural and tourism market, conduct industry supervision of cultural and tourism market operations, promote the construction of a credit system for the cultural and tourism industry, and regulate the cultural and tourism market in accordance with the law.
- Guide comprehensive law enforcement in the national cultural market, organize the investigation and prosecution of illegal activities in national and cross-regional cultural, cultural relics, publishing, radio and television, film, tourism, and other markets, supervise and handle major and important cases, and maintain market order.
- Guide and manage cultural and tourism exchanges, cooperation, publicity, and promotion with foreign countries and Hong Kong, Macao, and Taiwan, guide the work of cultural and tourism institutions stationed abroad and in Hong Kong, Macao, and Taiwan, sign Sino-foreign cultural and tourism cooperation agreements on behalf of the country, organize large-scale cultural and tourism foreign affairs and exchange activities with Hong Kong, Macao, and Taiwan to promote Chinese culture going global.
- Manage the National Cultural Heritage Administration.
- Complete other tasks assigned by the Party Central Committee and the State Council.
