  1. ^ Eritrea only became independent in 1993.
  2. ^ Bahrain only became independent in 1971.
  3. ^ Brunei only became independent in 1984.
  4. ^ Hun Sen was titled Second Prime Minister in 1993–98.
  5. ^ The three-member Presidency Council was head of state collectively, but this changed to the usual form of having just the president as head after the 2009 elections.
