FMPA was one of the first municipal electric joint action agencies in the United States, created as a response to the oil embargo if the 1970s. Joint Action agencies were created to allow small local municipal electric utilities to band together to ensure their mutual survival and act as a single entity, taking advantage of the economies of scale that could be achieved by a larger organization. FMPA is one of the more important joint action agencies now. Considering participation in up to 4 nuclear plants, planning for the construction of a new generating plant to be commercial in 2011, having just completed a plant in Fort Pierce, and currently in the process of refinancing more than $1.2 billion in debt, FMPA is major player in the municipal electric utilities marketplace in Florida, enjoying a positive nationwide reputation.
