- a France, although having placed 4th in the 2023 European Championship, has qualified, as Italy, who placed 2nd in the Championship, is the defending champion of the 2022 FIVB Volleyball Men's World Championship, so they automatically qualify. This left an extra spot for a European team, which went to the next eligible team.
