Plot

The episode opens with President Palmer and his staff watching a news report detailing the nuclear attack. He is told that the blast has killed no fewer than 12,000 people. His security detail moves him and his staff to the bunker below the White House. Abu Fayed, traveling in a van, calls Darren McCarthy. It is revealed that McCarthy sold Fayed the suitcase nuke detonated in Valencia, California. Fayed offers McCarthy double the original amount of money to find a replacement nuclear engineer to make his weapons functional. McCarthy is swayed by the money, and says that he will get back to Fayed. It is later revealed that the suitcase nukes are with Fayed in the van. In Granada Hills, Jack Bauer witnesses the panic in the streets and helps a man escape a helicopter which crashed on a roof. After the man is rescued, the helicopter falls to the street and explodes. The man attempts to go back to rescue his family, but Jack warns him to stay or he will be killed by radiation. Jack calls Buchanan and says he's back in.

President Palmer meets with the Joint Chiefs. The CIA reports that they have not confirmed any financial backing to Fayed from any countries yet. However, an admiral says they can strike hard at three major cities in each of the suspect countries and have them "living in the stone age" and not playing in our sand-box. Palmer says that America will retaliate, but against the correct enemy in its sights.

Hamri Al-Assad arrives at CTU and is interrogated. Al-Assad reveals that he sent Fayed to a Russian general to talk about a cache of tactical nuclear weapons. He says no transaction took place, and that he knows nothing else.

Walid al-Rezani approaches the man he befriended in the previous episode, named Salim, and makes a somewhat clumsy attempt to join the group of men Salim is with. The man is called away by his other detained friends, who seem not to want him spending too much time around Walid. Sandra is still at the detention facility, waiting for the FBI to arrive. An FBI agent informs her of their plans to wire Walid so he can gain intel from the men the FBI suspect of being captured terrorists. Walid hears his name being called, and looks up to find two agents rounding on him. They haul him into the bathroom roughly, and proceed to beat him as Salim and his gang watch. One fed slips a two-way radio into Walid's ear, and surreptitiously instructs him to mention the name, 'Abu Fayed', if he is asked about why he is there. The agents depart, leaving Walid with a noticeable bruise on his face. Salim is angered at this, yelling that 'they think they can do anything they want to us'.

Morris compiles a list of people who have been in contact with the general, and brings it to Chloe. Milo is impressed with Morris's work. Morris points out a name that pops off the screen, and Chloe rushes to Bill's office. It is revealed there that the person in question is Phillip Bauer, Jack's father, affiliated with BJX Technologies. Bill calls Jack to ask about his father, and Jack says he will find him himself. Jack calls his father's mansion, and the butler answers and says his father left the day before without mentioning a destination, and without his cell phone. Jack asks about his brother Graem Bauer, and proceeds to call him. When Jack hangs up on the butler it is revealed someone named Liddy is watching surveillance of Phillip Bauer's house. He warns Graem that Jack is in not in China but in Los Angeles. (During this Liddy reveals that Graem is Jack's brother.) Jack then calls Graem, who feigns shock at the news that Jack is back in L.A. Later, Graem confronts his wife Marilyn about Jack. It is revealed that she had feelings for Jack in the past, and that Graem is concerned she still has them.

McCarthy picks up his wife standing in the street. He tells Fayed over the phone that "things are looking up". Fayed tells someone to tell his people that "the bombs will go off today on schedule". Bill asks Nadia if Al-Assad volunteered more information, she tells him that Al-Assad gave no more useful information except for some names, but says that she believes he actually wants peace. Milo informs Bill that the feds have placed a wire on Walid al-Rezani, and CTU will be able to listen to the live feed. At the facility, Salim is talking with the leader of the group he's with, an intense-looking goateed man called Heydar, who needs convincing that Walid is legit. Salim convinces him, and goes over to talk to Walid. He asks him about what the feds said they found in his wallet, Walid tells him it was a phone number of someone he was introduced to through the I.A.A. and whom he wanted to 'help', explaining his own position in the I.A.A. and expressing frustration that the I.A.A. had no 'teeth'. He tells Salim he set up a meeting with the man but was arrested before he could attend it. Walid asks Salim if he knows the man he wanted to meet, Abu Fayed, Salim replies 'no' but invites him to join his companions.

Jack arrives at Graem's house. Graem introduces his son, Josh, to Jack. Jack and Marilyn exchange glances. Graem leads Jack to his office, where Jack knocks down Graem and ties him up for interrogation. Graem swears on his family's life that he does not know where their dad is, to which Jack responds, "Not good enough." He then covers Graem's head with a plastic bag. President Palmer starts giving his televised speech.
