Dubious information

The only place that tells us that this person is "Beirut's Steven Segal" is the biography at IMDB, which is written by … drum-roll … one Jalal Merhi, and is in fact an autobiography. (The 2010 interviewer clearly got this idea from either the IMDB or here, which was a copyright violation of the IMDB until today, because xe copied the unsourced, and claimed to be wrong, date of birth that was here, until today.) So the person who says this turns out to be Merhi xyrself. As we know, someone writing this about xyrself isn't exactly the best source for such a claim.
