Penny Pingleton, is a teenage character from the 1988 and 2007 film including the 2002 broadway musical, Hairspray. Penny is the best friend of Tracy Turnblad. Penny has a rude and weird mother who thinks that The Corny Collins Show is a racket and is a show that includes hypnotism to the teenage civilians of Baltimore.
