African Americans?

Seems unlikely that the servicemen in question in the last section of this article were "African Americans," which I assume is used incorrectly here as a blanket term for people of black African descent. Admittedly, I know absolutely nothing about this subject, but what were the children of a bunch of African American servicemen doing in Exmoor? A citation would help.
