Rufus Shinra is a non-playable character in Square Co., Ltd.'s computer role-playing game Final Fantasy VII. At the beginning of the game he is the Vice-President of the Shin-Ra Electric Power Company, a monopoly corporation and de facto world government.

Rufus arrives via Helicopter at Shin-Ra headquarters in Midgar and greets Cloud Strife and his companions. While there he quickly delivers his opening address as the new President, promising a change in his father's policies. Cloud then fights Rufus after they have a conflict of interests, while the other party members escape via the elevator. Rufus escapes by his helicopter to safety after conceding defeat to Cloud. His preferred weapon of choice was a double-barreled shotgun.

Later in the game, one of the WEAPON guardians of the planet, Diamond Weapon, appears from beneath the sea near Northern Crater and approaches Midgar in an attempt to stop the Sister Ray (a Mako-powered weapon) from firing. Rufus is believed to have been killed during Diamond Weapon's attack.

Rufus Shinra returns as a character in the upcoming Final Fantasy VII movie sequel, Final Fantasy VII: Advent Children, produced by Square Enix. In previews and trailers, Rufus is seen sitting in the wheelchair shrouded in a blanket. He is said to be at this point suffering from the last stages of the disease called Geostigma. Rufus tries to enlist the help of Cloud Strife, but he also appears to be in league with the three silver-haired men, Kadaj, Loz, and Yazoo, who are enemies to Cloud in the movie.
