Accreditation is a process designed to promote and sustain quality programs offered by higher education institutions. It is a process that dictates program assessment development of quality standards and assessments to assure learning to produce competitive graduates. Yet many schools’ hospitality administrators view accreditation as something not relevant for program quality. Hospitality and tourism management programs may be accredited by a body developed in 1989, known as ACPHA (Accrediting Commission for Programs in Hospitality Administration). Many of the hospitality and tourism management programs are housed in schools or colleges of business. The premier accrediting body for business and management programs is AACSB (The Association to Advance Collegiate Schools of Business, organized in 1919). Administrators of hospitality and tourism management programs within a business school constantly assess the need and benefits of seeking accreditation by ACPHA if the school or college is seeking or is accredited by AACSB. Some administrators housed in schools or colleges of business or are in separate schools choosing not to go through the accreditation process. They perceive accreditation only for the small schools (less than 100 students). Additionally, many program administrators and faculty just “do not wish to scrutinize” their programs based on ACPHA’s standards or because their programs are already ranked as one of the top ten programs in the United States. It is the authors’ view that while program administrators may not seek accreditation by developing a self-study document using ACPHA and/or AACSB standards, it would signal that programs need changes, given the turbulent and dangerous environment of today. All hospitality programs need to adapt over time, to changes in their environments/programs and thus must continuously assess curricula, based on standards (Marr, 2006). The assessment will reveal what is needed to develop and sustain quality programs that benefit stakeholders, universities or colleges. The process requires administrators and faculty to develop program missions, goals and objectives and analyze how they will be accomplished and assessed. Additionally, the process guides the development of program goals and learning outcomes associated with each course. Assessment strategies are developed, implemented and of follow-up steps are identified based on the assessments are included. All hospitality and tourism management programs and schools will benefit from the assessment, whether the schools wish to be accredited or not, or whether the schools have 100 or less students or 101 or more students. All schools are held to high standards. This paper will present purposes and similarities of ACPHA and AACSB standards, followed by an analysis of the comparisons. The purposes of accreditation as stated by ACPHA and AACSB are two-fold. One is to assure program quality in management and second, to assist in improving the institution or program. The standards for each accrediting body are similar in nature, but presented under broad categories. ACPHA has seven broad categories with a total of 32 standards. The broad categories are: (1) Mission and Objectives with five standards, (2) Evaluation and Planning with four standards, (3) Administration and Governance with four standards, (4) Curriculum, four standards, (5) Faculty/Instructional Staff, nine standards,(6) Students, six standards, (7) Resources (Physical, Financial Resources and Library Resources), nine standards. AACSB presumes the inclusion of all degree programs delivered by an institution that permit 25 percent of the courses to be business courses. AACSB has three broad categories: (1) Strategic Management, with five standards (2) Participants Standards with ten standards and (3) Assurance of Learning, six standards. CHART 1 Categories of Accreditation Commissions: ACPHA and AACSB ACPHA Category: 1. Mission and Objectives: five standards focusing on the program mission and objectives and the relationship to the university’s mission with a process for evaluation. 2. Evaluation and Planning: four standards focusing on program assessments to include graduates feedback. 3. Administration and Governance: three standards focusing on administrative governance. 4. Curriculum: 13 standards focuses on designing courses related to the mission and objectives. Specific characteristics of courses are suggested. 5. Faculty and Instructional Staff: nine standards focusing on the preparation and qualifications of faculty and staff teaching in the program. Effective utilization of teaching is required. 6. Student Services and activities: six standards focusing on admission, progression, retention, dismissal and graduation requirements. 7. Resources: nine standards focusing on physical, financial, library and learning resources needed by the program (ACPHA Standards). AACSB Category: 1. Strategic Management Standards: five standards focusing on mission, student support systems for continuous improvement, financial strategies 2. Participants Standards: ten standards focusing on admission, retention, staff supports, faculty qualifications, sufficiency and responsibilities and student educational responsibilities. 3. The authors’ suggestion is that all hospitality programs should be accredited by one of the two bodies or both, if the college is aspiring or currently has AACSB accreditation. There is no difference in cost. From the information reported in CHART II, it is apparent that while the names of the standards may vary, each is essentially similar and both are seeking program assessment, continuous improvement and competitive graduates. Accreditation should be acquired regardless of national rank, because the process challenges faculty to pursue and continuously guide improvement in the educational process. The process has nothing to do with program size. AACSB International accredits programs with a high number of students (Cornell University, Pennsylvania State University, etc.) and programs with a low number of students (University of Richmond, Virginia State University). Both accrediting bodies review accreditation standards and make changes as needed to improve relevance and currency. ACPHA does not accredit graduate program, whereas AACSB accredits accounting, MBA and Ph.D. programs. AACSB has accredited less than six percent of the world’s business schools. Bennett Beach Heroics On Saturday July 23rd, Lifeguards patrolling the shores of Bennett Beach on the coast of Lake Erie observed emergency flares coming off of the lake. Acting quickly the lifeguard team of Christopher Van Volkenburg, Laura Zailac, and Brian Murphy acted on their instincts and training. Murphy immediatly ran to a lifeguard canoe and started paddling out to the origin of the flare. Van Volkenburg and Zailac dialed 911 and directed the onshore emergency protocol. Murphy having reached the scene scooped up a young girl and raced for shore. When close he was met by lifeguard Van Volkenburg and they assisted the girl onto the beach. Then Van Volkenburg took the canoe back out to the scene where he had the other victims hold on to the canoe until the coast guard could come an assist with motor boats. Thanks to these heroic actions a catastrophe was avoided. Isaac Bowman (April 24, 1757-November 13, 1826) was an 18th century American soldier and militia officer who took part in the American Revolutionary War and the Northwest Indian War. His capture and eventual escape from hostile Chicksaw led him on a two-year adventure before returning to the United States from Cuba in 1782.

His brothers, Abraham, Joseph and John Jacob Bowman, were also officers during the Revolutionary War and all early frontiersman who were among the first to settle in Kentucky. His father George Bowman and grandfather Jost Hite were also prominent pioneers in the Colony of Virginia.

One of his direct decendents, Alpheus Michael Bowman, was a successful Virginia businessman and politician during the late 19th century. Another of his decendents is Shuman William Irving, a banker and assistant U.S. Treasurer in Chicago, Illinois.

Biography

Born to George Bowman and Mary Hite, Isaac Bowman was the youngest of four sons and grew up on the Bowman estate on Cedar Creek, only two miles below present-day Strasburg. He inherited part of the family estate, including the Bowman mansion, upon the death of his father in 1768. During the mid-1770s, he accompanied his cousin Isaac Hite and his brothers Abraham, Joseph and John to Kentucky where, in 1775, he and the other thirteen pioneers carved their names into a beech tree in Warren County, Kentucky. Isaac Bowman did not become a major landowner as his brothers did, most likley due to his age.

In 1778, at age 21, he enlisted in the Illinois Militia and participated in General George Rodgers Clark's Illinois campaign serving as a lieutenant and quartermaster under his brother Major Joseph Bowman. During this time, he was assigned to escort a number of high level British officials and military officers as prisoners-of-war from Fort Vincennes to Williamsburg, Virginia including Governor Henry Hamilton and Philippe-François de Rocheblave. He also delivered messages, including letters from his brother Joseph describing the progress of the expedition. Returning to Illinois, he was reportedly present at the capture of Fort Vincennes and attended the burial of his brother in August 1779. He also paide the expence of the services. He was one of the officers awarded a land allotment in Clark's Grant, Bowman being given 2,156 acres for his services. Part of his land was used to build Jeffersonville, Virginia in 1802, the city eventually becoming the county seat of Clark County.

In November 1779, shortly after the campaigns end, he was placed in charge of a small party of settlers by John Todd which was to be escorted from Kaskaskia to Kentucky County. Bowman was also entrusted with a number of articles belonging to the commonwealth of Virginia which was to be delivered to the lietutenant governor. According to Todd in a letter to Governor Thomas Jefferson on June 2, 1780, he reported,

“ Mr. Isaac Bowman, with seven or eight men and one family, set off from Kaskia on November 18th last in a batteau, attended by another batteau with twelve men and three or four families in it bound to the falls of the Ohio. I judged it safter to send to the falls many articles belonging to the commonwealth, by Bowman, then to bring them myself by land. Bowman's batteau fell into the hands of Chicksaw Indians and the other arrived in March or April at the French Lick on Cumberland, with the account that Bowman and all the men except one Riddle (Ruddle) were killed and taken. ”

It was long assumed that Bowman had been killed defending the party against the Chicksaw. However, he survived the battle and was, in fact, taken prisoner by his attackers. He was treated harshly and was tortured by his captors being "subjected to every torture, short of death, that the cruel savages could devise". However, he was eventually taken in by the tribe and was made an adopted son of one of the chieftains. He was later chosen as a son-in-law and, although the details of this marraige is unrecorded, there is an account of members of the Lewis and Clark expedition who, in 1804, encountered an indian woman who had the name of a "J. Bowman" tatooed on her arm.

Bowman eventually escaped from Indian country with the help of a local indian trader, possibly a Spaniard, who left with him for Cuba and eventually made his way to the United States. Accounts differ as to the exact circumstances of his escape, another being that he was purchased by a man named Turnbull for a keg of whiskey and remained in his service until his debt was repaid.

Following his return to Shenandoah in 1782, he married an Elizabeth Gatewood with whom he had four children. After her death eight years later, he married Mary Chinn and had another nine additional children. He settled down on the Mount Pleasent estate and became a proserous farmer and landowner. In 1812 or 1813, he constructed a large brick mansion on the Mount Pleasant estate where he lived with his family until his death on September 9, 1826.

The house was located on the high bank above Cedar Creek, two miles northeast of Strasburg and within half a mile of his birthplace, the original stone cabin built by his father in 1753. As of 1895, the house was still in existance although unoccupied.
