The Eurovision Song Contest 2009 will be the 54th Eurovision Song Contest, scheduled to take place between the 12 May and 16 May 2009.[1] It will be held in Russia following its victory in the 2008 contest in Belgrade, Serbia with Dima Bilan's "Believe".[3] Final conformation of the host venue by the European Broadcasting Union (EBU) has not yet occurred. It has been proposed by the host broadcaster, Channel One Russia, that the contest be held in the Olimpiisky Indoor Arena within Moscow. This proposal is currently being evaluated by the EBU.[2]
Format
Discussion on the format of the 2009 Eurovision Song Contest took place at a EBU meeting in Athens, Greece in June 2008. A proposal has been made that could result in the "Big Four" countries (France, Germany, Spain and the United Kingdom) losing their automatic place in the final of the contest.[4]

- Kosovo[26] - Radio Television of Kosovo (RTK) wants to enter the Eurovision Song Contest in 2009 but is not currently an active member of the EBU, which is required to enter the contest. EBU members are states within the European Broadcasting Area, or members of the Council of Europe. The European Broadcasting Area is defined by the United Nations International Telecommunication Union. Kosovo is currently neither a member of the Council of Europe nor the United Nations.[27]
Possible withdrawals
- Andorra - RTVA will decide whether to participate or not in September 2008.[28][29]
- Poland - TVP will decide in October 2008 if they will participate in the contest in 2009.[30]
- San Marino - SMRTV will decide by the end of 2008 whether they will participate in the Eurovision Song Contest for a second time. The Sammarinese Minister of Youth has commented that they have "good hopes" of returning to the Eurovision Song Contest.[31]
Confirmed non-participants
The following countries have announced that they will not participate in the 2009 edition:
- Luxembourg - RTL Télé Lëtzebuerg has indicated they are no longer interested in Eurovision.[32][33]
- Tunisia - Due to a governmental request Tunisia will not participate in the foreseeable future.[34]
