The Eurovision Song Contest 2009 will be the 54th Eurovision Song Contest, scheduled to take place between the 12 May and 16 May 2009.[1] It will be held in Russia following its victory in the 2008 contest in Belgrade, Serbia with Dima Bilan's "Believe".[3]
Vladimir Putin, Prime Minister of Russia, has stated that the contest will be held in Moscow.[4] Final confirmation of the host venue by the European Broadcasting Union (EBU) has not yet occurred. It has been proposed by the host broadcaster, Channel One Russia, that the contest be held in the Olimpiisky Indoor Arena within Moscow.[2] Music journalist, Artur Gasparyan, has stated that there are currently no venues suitable for holding the contest in Moscow. It is planned that there will be 10 million euros worth of renovation work to the Olimpiisky Indoor Arena to allow it to hold the contest final on 16 May 2009 with 25,000 attendees, including over 2000 journalists.[5] This proposal is currently being evaluated by the EBU.[2]
Format
Discussion on the format of the 2009 Eurovision Song Contest took place at a EBU meeting in Athens, Greece in June 2008. A proposal was made that could have resulted in the "Big Four" countries (France, Germany, Spain and the United Kingdom) losing their automatic place in the final of the contest.[6] Edgar Böhm, director of entertainment for Austria's public broadcaster Österreichischer Rundfunk (ORF), has stated that the current format with two semi-finals "still incorporates a mix of countries who will be politically favoured in the voting process," and "that unless a clear guideline as to how the semifinals are organised is made by the EBU then Austria will not be taking part in Moscow 2009."[7][8]

- Slovakia - Slovenská Televízia (STV) is currently considering their budget to participate in the 2009 edition.[35]
Possible debuts
- Kosovo[36] - Radio Television of Kosovo (RTK) wants to enter the Eurovision Song Contest in 2009 but is not currently an active member of the EBU, which is required to enter the contest. EBU members are states within the European Broadcasting Area, or members of the Council of Europe. The European Broadcasting Area is defined by the United Nations International Telecommunication Union. Kosovo is currently neither a member of the Council of Europe nor the United Nations.[37]

- Andorra - Ràdio i Televisió d'Andorra (RTVA) will decide whether to participate or not in September 2008.[38][39]

The future of the station will be determined by the Macedonian government. The government has refused to comment on the financial situation of the broadcaster, although it has indicated that the most likely option for MKRTV is bankruptcy or liquidation.[40][41]
- Poland - Telewizja Polska (TVP) will decide in October 2008 if they will participate in the contest in 2009. [42]
- San Marino - San Marino RTV (SMRTV) will decide by the end of 2008 whether they will participate in the Eurovision Song Contest for a second time. The Sammarinese Minister of Youth has commented that they have "good hopes" of returning to the Eurovision Song Contest.[43]
