Taking place during the Cold War, Soviet operative Mikhail Rostov (Richard Lynch) leads a band of Latin American communist guerillas in a landing in Florida. The invasion force spreads out into the South and causes havoc by firing bazookas into suburban homes, inciting race riots, impersonating the police, attacking ethnic events, and planting bombs in churches and on school buses. With terror spreading everywhere, martial law is declared. Only former CIA agent Matt Hunter (Norris), who has had previous encounters with Rostov, can take him on.
In this movie a terrorist group plants a mini time bomb on a school bus, with seconds to go till detonation Norris removes the bomb and catches up with the terrorists. He approaches their car and says "lose this?", then attaches the bomb to the car and drives off. As the terrorists hit the brakes to try and get to safety, the bomb explodes.
