School of Law, 1952-1953; University of Houston (Tex.) School of Law, J.D., 1953-1955; postgraduate advanced studies, Massachusetts Institute of Technology, Cambridge, Mass., M.S., in industrial management; practicing attorney; enlisted as a seaman in the United States Navy in 1941, retired with rank of lieutenant commander in 1946; president, Alaska Gold and Other Products, Inc.; president, Falcon Alaska Oil Co.; chairman of the board, Alaskan Seafoods, Inc.; Territorial representative, Alaska Territorial Legislature, 1953-1955; Alaska State senator, 1961-1963 and 1965-1966; State senate minority whip, 1965-1966; member, Alaska Republican State Central committee, 1960-1966; committeeman, Republican Southcentral District, 1962-1966; elected as a Republican to the Ninetieth and Ninety-first Congresses (January 3, 1967-January 3, 1971); was not a candidate for reelection in 1970 to the Ninety-second Congress, but was an unsuccessful candidate for the nomination as Governor of Alaska; deputy administrator, National Oceanic and Atmospheric Administration; delegate, United Nations Law of the Sea Conference; served as president, National Rifle Association; is a resident of Arlington, Va.
