Sir Herbert Richard Palmer (20 April 1877-?)was an English barrister, who became a colonial supervisor for Britain within Africa during the inter-World War period. He served as a Lieutenant Governor in Nigeria and was a Governor of Gambia.

Personal history

Palmer was born in 1877 in Kirkby Lonsdale to Robert Palmer of The Bank House. He was educated at Oundle School in Northmaptonshire before being accepted into Trinity College, Cambridge in 1896.[1]
