Hagbard Emanuel Berner (1839 – 1920) was a Norwegian jurist, politician and newspaper editor. He was a co-founder of the newspaper Dagbladet, and its editor from 1869 to 1879. He was a member of the parliament from 1880 to 1888, representing Akershus. He co-founded the Norwegian Association for Women's Rights (Norwegian: Norsk Kvinnesaksforening) in 1884, together with Gina Krog, and was its first chairman. He was Auditor General of Norway from 1883 to 1898. He was mayor of Kristiania from 1898 to 1912.[1][2]
