Humanitarian response to the 2010 Haiti earthquake

The response to the 2010 Haiti earthquake included national governments and charitable organizations from around the world which began coordinating humanitarian efforts designed to aid the Haitian people. Some countries arranged to send relief and rescue workers and humanitarian supplies directly to the earthquake damage zones, while others sought to organize national fund raising to provide monetary support for the nonprofit groups working directly in Haiti.

Currently, the international countries leading the massive humanitarian assistance are Canada and the United States, which are the two countries giving the most financial aid to Haiti. Both have pledged more than 1000 troops to provide peacekeeping assistance, security and humanitarian aid, as well as numerous naval vessels.

Appeals for aid

Appeals for international aid have been issued, including from Raymond Joseph, Haiti's ambassador to the United States and his nephew, singer Wyclef Jean,[1] also a "roving ambassador" for Haiti.[2] The American Red Cross has announced that it has run out of supplies in Haiti and has appealed for public donations.[3] British charities have launched a massive fundraising effort.[4] Ireland, which as a country has a history of helping Haitians build houses and has notable connections to Haiti through charities Concern and GOAL, telecommunications operator Denis O'Brien and broadcaster George Hook,[5][6][7] immediately switched all its charitable efforts to helping those affected by the quake.[8]

Response by national governments

 Albania

On 15 January 2010, Prime Minister Sali Berisha said the Albanian Red Cross pledged €30 000 aid for the Earthquake victims in Haiti.

 Argentina

On 13 January 2010, President Cristina Fernández de Kirchner pledged the deployment of two Argentine Air Force C-130 Hercules aircraft carrying various emergency aid. Argentina already had assets operating in the theater as part of peacekeeping operations, including an AAF mobile hospital treating nearly 1,000 people on the first night following the earthquake and one of the only medical facilities that remained functional around Port-au-Prince,[9] and their two UH-1N military helicopters, part of UN flight, carried a number of the more severely injured to the Dominican Republic for further medical treatment.[10][11]

 Armenia

After the 1988 earthquake in Armenia, the country kept an earthquake response force to deal with similar emergencies. Fifty-two of these rapid response workers, trained in earthquake response, were deployed to Haiti on January 13.[12]

 Australia

The Australian government pledged $10 million in aid funding.[13]

 Austria

Austria has two charity groups (Caritas and CARE) in Haiti assisting earthquake victims. The Austrian Red Cross is setting up field hospitals in Haiti, while the Austrian government has dispatched logistics experts to the country.[14]

 Bangladesh

Bangladeshi prime-minister Sheikh Hasina has ordered the health ministry to send a medical team to earthquake-ravaged Haiti as soon as possible. The prime minister's press secretary told the press that the prime minister has asked the health ministry to send a medical team, drugs and clothes to Haiti. Thursday's cabinet meeting, chaired by Sheikh Hasina, also issued a condolence message to the Haitian government.[15]

 Barbados

The Barbados government established a mechanism to coordinate national relief efforts and identify military personnel to aid in the earthquake damaged areas.[16]

 Belize

The government of Belize has offered aid to Haiti.[17]

 Belgium

On 13 January 2010, Belgium dispatched its B-Fast team of 58 people,[18] including four sniffer dogs and a drinking-water purification facility. [19]

 Bermuda

Finance Minister Paula Cox reported that the island territory would send charitable aid. She also cited their participation in the Caribbean Catastrophe Risk Insurance Facility (CCRIF) fund that will offer additional aid to the country.[20]

 Bolivia

The government of Bolivia announced it would contribute food and blood donations to the relief efforts.[21]

 Bosnia and Herzegovina

The chairman of the Presidency of Bosnia and Herzegovina, Željko Komšić, sent a telegram of condolence to the president of Haiti.[22]

The chairman of the Council of Ministers of Bosnia and Herzegovina, Nikola Špirić, also issued a statement of sorrow on behalf of the government of Bosnia and Herzegovina. Špirić pledged a donation of 100,000 BAM (USD $75,000) to the International Committee of the Red Cross.[23]

 Brazil

President Luiz Inácio Lula da Silva expressed his sorrow and offered to send USD 15 million in humanitarian aid to Haiti to help reconstruct the country after the devastating earthquake.[24] Furthermore, he promised to visit Haiti as soon as the situation gets back to normal.[25]

Additionally, Brazil will deploy aid in the form of food and supplies. Two government ministries expect to send 600 tons of rice, beans, and powdered milk.[26] Immediate aid will be dispatched as two C-130 Hercules aircraft carry, in total, 28 tons of food (sugar, powdered milk, sardines and ham), bottled water and other supplies to help the affected people.[27] Four smaller aircraft will also be sent with relief workers, since a larger Boeing KC-137 of the Brazilian Air Force was unable to land on 13 January.[28] In addition, the Brazilian Navy will deploy a ship to Haiti with equipment capable of producing drinkable water.[29] This is Brazil's largest foreign aid contribution in response to a natural disaster.[24] State governors José Serra and Sérgio Cabral have offered supplemental resources to the federal government's assistance efforts, such as geologists, firefighters, detection dogs and field hospitals.[30]

The headquarters of the Brazilian-led MINUSTAH was destroyed in the quake. The Brazilian Army forces' building remains intact, however. The Brazilian army is currently doing its work on foot due to the amount of debris on roads. With the largest contingent of foreign troops in Haiti, Brazil's servicemen are providing help in the search for survivors.[31] The Brazilian Army is also sending 18 detection dogs to help with the body search.[32]

 Bulgaria

The Bulgarian Ministry of Defense contributed 1.5 tons of tents, blankets and household linens to the relief efforts.[33] Also the Bulgarian Red Cross has promised 5,000 Bulgarian leva or almost 2,500 euros in aid & also started gathering donations.

 Canada

Governor General Michaëlle Jean, who is herself Haitian-born, issued a statement, with parts in Haitian Creole, thanking the Cabinet for its swift action and the Canadian media for its coverage, as well as urging strength and courage to Haitians.[34] Her Prime Minister, Stephen Harper, stated: "While officials are currently assessing the damage and the possibility of Canadians injured, Canada stands ready to provide any necessary assistance to the people of Haiti during this time of need."[35] Also Canada has put 800 soldiers on standby [36]

Though Haiti was already Canada's second largest aid recipient,[37] the Minister of Foreign Affairs then announced that Canada, home of a large Haitian community,[37] would be donating five million dollars in emergency aid,[38] as well as matching donations from Canadians to build an emergency fund up to $100 million to help humanitarian efforts in Haiti.[39] Further, the Canadian Forces mounted Operation Hestia,[40] in which the Disaster Assistance Response Team (DART) was sent to Haiti, along with HMCS Halifax and HMCS Athabaskan,[41][42] and CC-177 Globemaster III transport are deilvering with personnel, equipment, and two CH-146 Griffon search and rescue helicopters.[43] An additional C-17 and C-130 Hercules carried six G-Wagen armoured cars and other supplies from Canada to Haiti.[44]

By January 15 the Canadian Forces prepared an additional 800 troops and 60 military vehicles ready for deployment, they are currently on stand-by to depart for Haiti.[45] The total number of troops in Haiti will stand at 1,000.

On 15 January 2010, Alberta Premier Ed Stelmach announced that the provincial government would be donating $500,000 to the Red Cross, and that the "government will work closely with the Red Cross to provide whatever personnel assistance we can to relief efforts, where and when it is needed most".[46][47]

As of 14 January 2010, the province of British Columbia had pledged $500,000 for relief efforts in Haiti.[47] Manitoba had pledged $100,000 toward relief efforts in Haiti.[47] As of 14 January 2010, the province of New Brunswick had pledged $100,000 to the Canadian Red Cross for relief efforts in Haiti.[47] Premier of Newfoundland and Labrador Danny Williams stated that the Lieutenant Governor-in-Council had pledged $1 million to the relief efforts; Williams issued a news release expressing his "sincerest condolences and compassion to the people of Haiti, especially to the families of the bereaved and those injured in the earthquake and its aftershocks."[48] Prince Edward Island had pledged $50,000 to the Canadian Red Cross for relief efforts in Haiti.[47] Saskatchewan had pledged $250,000 to the Canadian Red Cross for relief efforts in Haiti.[47] The Yukon Territory had pledged $25,000 for relief efforts in Haiti.[47]

Premier Darrell Dexter announced that Nova Scotia would donate $100,000 to the Canadian Red Cross for use in Haiti. Dexter stated that: "I think it’s what the people of Nova Scotia would want us to do on their behalf. We may be called upon to add additional assistance if there are personnel here in the province who can be of assistance. Of course, we’d entertain any further requests for that kind of help."[47][49]

The Lieutenant Governor-in-Council of Ontario made a donation of $1 million to the Canadian Red Cross for relief efforts in Haiti.[50] Toronto sent its Heavy Urban Search and Rescue (HUSAR) team to help with the recovery process. Toronto-based Global Medic, staffed by many emergency medical service personnel from across Canada, including Toronto, is sending medial supplies to Haiti[51].

The territory of Nunavut donated $25,000 and the Northwest Territories donated $50,000[52].

Numerous Canadian businesses have also made donations including Shopper's Drug Mart: $100,000 in cash and supplies including water, first aid and personal care items, Canada's major banks are donating $1 million, The Co-operators will match $150,000 in donations[53]. Canadian Tire will send tents, sleeping bags, flashlights and batteries to Haiti, and sell additional merchandise for the aid effort at cost. Ikea Canada donated $50,000, Intact Financial Corporation donated $50,000 and TMX Group donated $20,000. Home Hardware donated $50,000. Sunwing, a tour operator, provided free seating up to a value of $50,000 for humanitarian and rescue workers on its flights between Montreal and Haiti. Other corporate donations include: Gildan Activewear ($50,000), Air Canada flew aid workers and supplies as well as various law enforcement officers from Surete du Quebec and the Montreal Police Service and Montreal Fire Department, Hudson's Bay Company ($200,000), Desjardins Group ($300,000), Aeroplan has donated airmiles, BMO Financial Group ($250,000 plus waive transfer fees on transactions to Haiti), Bank of Nova Scotia ($250,000), Rogers Communications ($250,000), Quebecor Media set up a press centre for media and Videotron gave home phone customers free long distance calls to Haiti for one month, National Bank ($150,000 plus match up to another $100,000 donated by employees and customers), Walmart Canada ($100,000), TransForce Inc. ($50,000), Air Transat ($25,000) and AXA insurance ($20,000). The city of Longueuil, Quebec donated $60,000[54].

Quebec also sent a team of professionals including doctors, nurses, firefighters and police officers and a officials from Hydro Quebec[55].

Rescue supplies delivered to Haiti

 Chile

President Michelle Bachelet expressed her worry for the Haitian people and their suffering, and announced that the Chilean troops supporting MINUSTAH will stay in the country to help Haiti. She sent Juan Gabriel Valdés, first chief of the UN mission in Haiti, as presidential delegate to coordinate the humanitarian aid sent by Chile. The presidential airplane was used to send the first convoy to Haiti, arriving in the morning of January 14.[56]

 People's Republic of China

The People's Republic of China sent a 60-member rescue team (National Earthquake Disaster Emergency Rescue Team) following the quake. The team consists of rescuers, medical personnel, experts, and three search dogs. The team left the following day from Beijing.[57][58] The Red Cross Society of China will also offer assistance to Haiti.[59] Liu Xiangyang is the Vice Leader of the Chinese International Search & Rescue Team.[60] According to Xinhua News Agency, China will also donate US$1 million to Haiti.[61] China also donated 4.41 million U.S. dollars in humanitarian aid to quake-hit Haiti.[62]

 Colombia

President Álvaro Uribe Vélez expressed solidarity with the Haitian people and announced that his government will be on alert and ready to provide help to Haiti. On January 14, a C-130 aircraft departed for Haiti with three tons of rescue, medical and security supplies, a mobile military hospital, several medical and rescue teams plus search and rescue trained dogs. [63][64]

The National Defense Ministry and Colombian Air Force enabled several military bases and international airports as regional hubs for humanitarian logistics from other Haiti-supporting countries.[65]

 Costa Rica

President Óscar Arias Sánchez announced that Costa Rica will be sending as much help as possible when the United Nations has a list ready. Arias also said that it is time for the world to remember Haiti.[66]

 Croatia

The government of Croatia has sent 1 million HRK (ca. US$200,000).[67]

 Cuba

President Raúl Castro expressed "deep sorrow and dismay" to his Haitian counterpart René Préval in a message of condolences. Castro also said that the Cuban government and people are in solidarity with Haiti in this difficult time. The Cuban government set up field hospitals in the 48 hours following the quake.[68]

Foreign Minister Bruno Rodríguez Parrilla told reporters that prior to the earthquake there were already over 400 Cuban government officials in Haiti, of whom 344 work in the medical and healthcare professions, and that they were now treating hundreds of injured Haitians in Cuban-run hospitals and clinics.[69] Cuba sent another 30 doctors to join medical staff already in the country.[70] The Cuban government opened its normally restricted airspace to U.S. government medical evacuation flights, allowing faster evacuation of injured to medical facilities at Guantanamo Bay.[71]

 Czech Republic

Prime Minister Jan Fischer said that the Czech Republic was ready to send financial and material support, even a rescue team if needed.[72]

 Denmark

The Ministry for Development Cooperation has pledged to donate around USD 2 million (DKK 10 million) to the UN's mission in Haiti.[73]

 Dominica

The Dominica Red Cross made a national appeal for cash donations towards the relief efforts in Haiti. The government of Dominica announced a six-month grace period for Haitian nationals living illegally in Dominica, thus protecting them from arrest and deportation.[74][75]

 Dominican Republic

The Dominican Republic, which shares the island of Hispaniola with Haiti, was the first country to send aid to Haiti.[76] President Leonel Fernández rallied the international community to help its neighbor to overcome a "real tragedy." Its air force is currently picking up survivors for aid and is transporting trained dogs to sniff for victims under rubble.[77] The government has sent eight mobile medical units along with 36 doctors including orthopedics, traumatologists, anesthesiologists, and surgeons. In addition, 39 trucks with canned food have been dispatched, along with 10 mobile kitchens and 110 cooks who can prepare 100,000 meals per day.[78]

The airport at El Higuero (8 km, 5 miles, north of Santo Domingo) is working as a hub to carry help local and international resources. According to sources, 19 private planes and 14 military helicopters are being used to carry help to Haiti.[79] An air bridge is working between Port-au-Prince and Santiago de los Caballeros where people are being attended at the Hospital Metropolitano de Santiago (HOMS), a private hospital. Among others, Senator Kelly Bastien (president of the Senate of Haiti) is receiving medical assistance there.[80] The hospital director stated that "our hospital intends to open a camp in Haiti in order to assist people in the field".[81]

 Ecuador

An Ecuadorian government delegation arrived in Haiti on January 13 with 5 tons of food. A search and rescue team comprising members of the Quito Fire Department, Red Cross, police, and military also arrived on January 13.[82]

 El Salvador

El Salvador for the time being will send a small contingent of eight firefighters, four Red Cross workers and a specially trained rescue dog. The Salvadoran government has also announced that they will be sending as much help as possible when the United Nations advise them on what is needed.[83] On January 15 the government announced it would be sending a second fleet of 40 Armed forces workers to help with the removal of rubble and to aid in the reconstruction of the earthquake-torn country. It was also announced that they would be sending 37 tonnes of goods to help those in need as well as two groups of lifeguards that would help to search for and rescue any missing people.[84]

 Estonia

Estonia has announced readiness to aid Haiti with 1 million krones (US$ 90,000) (€ 64,000).[85]

After few days it added an additional sum of 2.5 million krones (US$ 233,000) (€ 160,000).[86]

A total of 3.5 million krones (US$ 323.000) (€ 224,000)

 Finland

The Finnish government has pledged €1.25 million in aid.[87]

 France

Foreign Minister Bernard Kouchner said France will dispatch aid to the country.[77] Co-operation Minister Alain Joyandet said France was sending a plane from the nearby French Caribbean island of Martinique with 25 police and rescuers and hospital staff, and another from Marseille in southern France with 60 people on board. Also, the French humanitarian group Médecins Sans Frontières (MSF) said it was treating around 600 people in its centres in Port-au-Prince and that it would on Wednesday send a 100-bed inflatable field hospital.[88] Two ships, the Siroco and the BATRAL Francis Garnier were dispatched. France decided to send 400 men from the Sécurité Civile to Haiti.

 Georgia

On January 13, the government of Georgia announced that it would send humanitarian aid to Haiti [89] A special flight was coordinated to carry 40 tons of supplies and 405,000 GEL in financial aid. Apart this, a rescue group of 20 persons was assembled to fly to Haiti.

 Germany

The German government has released €1.5 million (USD$2.18 m) in aid.[90] Foreign Minister Guido Westerwelle said that his country had pledged aid to Haiti and called together a crisis management team to deal with the disaster.[91] Two special THW teams, one trained to rescue survivors from the rubble, and the other equipped to provide them with safe drinking water, were sent to Port-au-Prince.[92]

 Ghana

Ghana's President John Evans Atta Mills expressed "shock and sorrow" at the earthquake and promised to contribute to assistance efforts. He wrote in a letter to Haiti's President Rene Preval: "I therefore hasten to express, on behalf of the People and Government of Ghana and in my own name, heartfelt condolences and sympathies to the People of Haiti and your Government for the incalculable losses your country has suffered in this natural disaster."[93]

 Greece

Prime Minister George Papandreou reported that Greece will help by any means. The Greek Ministry of Foreign Affairs stated they will be helping international organisations coordinate humanitarian relief efforts. Meanwhile, a bank account has been created so that Greek citizens can contribute financially to relief efforts. The Greek Orthodox Church announced their humanitarian organisation "Alilegii" is ready to coordinate charities all over Greece and send aid to Haiti.[94][95]

 Grenada

The government of Grenada issued a personal statement and made a donation to the relief fund,[<small>n</small> 1] while the Grenada Broadcasting Television network scheduled a fundraising telethon on January 18, 2010, for the earthquake relief efforts.[16]

 Guyana

President Bharrat Jagdeo announced US$1 million in financial assistance for Haiti.[96]

 Iceland

The Icelandic foreign ministry decided to send an international SAR team, specialized in searching for survivors in collapsed buildings.[97] The team consists of 37 people specially trained for search & rescue in collapsed buildings. The team brought 13 tons of equipment and can be self-sufficient in the field for seven days. The team was among the first to arrive in the disaster zone at 4 p.m. local time on 13 January.[98]

 India

The government of India is sending US$1.0 million in cash to Haiti for immediate help.Further Prime minister Manmohan Singh is sending US$5 million in cash from the prime minister relief fund he further said that India is ready to send rescue teams if needed.[99][100]

 Indonesia

President Susilo Bambang Yudhoyono said Indonesia would send humanitarian workers to Haiti to help the earthquake victims.[101][102] The help from the Indonesian government will consist of a team of 30 medical personnel including surgeons, a 10-member SAR team, and 10 electrical experts. The remaining 25 are experts in construction and telecommunications. The government will also send medical supplies weighting a total of 5 tons, another five tons of food special equipment and tools for children and babies also five tons.[103]

 Iran

Iran's Red Crescent announced plans to send about 30 tonnes of aid including food, tents and medicine to Haiti on Jan. 14.[104]

 Ireland

The government of Ireland had already put €20 million into the UN's Emergency Fund beforehand, and has rapid rescue teams on standby if requested. Minister for Foreign Affairs Micheál Martin has pledged additional money will be given to Haiti from Ireland in the future. The Taoiseach has expressed his sincere sympathy to the people of Haiti.[105]

President of Ireland Mary McAleese sent a message to Haiti's President Rene Garcia Preval, confirming that Ireland was praying for Haiti and that Ireland would assist with money. "The loss of so many lives and the widespread destruction caused by the earthquake has deeply grieved me", she said.[106]

Denis O'Brien, the owner of Haiti's telecom company, Digicel, pledged an immediate €3.5 million of his money to assist desperate Haitians.[107]

 Israel

The Foreign Affairs Ministry dispatched a rescue team to Haiti consisting of 220 professional doctors and rescue workers, two rescue planes loaded with equipment, and a field hospital—including operating rooms, intensive care units, and X-ray equipment—to take care of the injured.[108] IsraAid, an Israeli humanitarian organization is planning to send a 15-man search-and-rescue team, which includes emergency medical staff.[109] The team arrived in Haiti on Friday, January 15. A six man ZAKA team was also dispatched.[110] Israeli police will send forensic experts.[111]

 Italy

The Italian government has prepared a military transport plane which will be used to carry in a field hospital and emergency medical team.[90]

 Jamaica

The Queen of Jamaica issued a personal statement and made a donation to the relief fund,[<small>n</small> 1] while her Information Minister Daryl Vaz stated that 150 JDF personnel, armed with technical expertise in a variety of areas, would be participating in the search-and-rescue mission, the paramount exercise to be executed in the aftermath of the earthquake.[112][113]

Digicel Jamaica has donated US$5 million that will go towards non-governmental organisations in Haiti to support the massive relief effort to help rebuild Haiti.[114] Jamaican hospitals are currently on stand-by to admit Haitians in need of medical attention.[115]

 Japan

The Japanese government plans to offer up to US$5 million in grant aid, which will be exercised through international organizations including UNICEF and the WFP. It will also donate emergency relief materials for as much as ¥30 million (US$330,000).[116][117] Japanese Minister of Defense considers sending C-130 Hercules in Arizona, US, and emergency relief goods stocked in Florida, US, to Haiti.[118] The Japanese Red Cross dispatched its staff to Haiti to collect information of the disaster. It also donated ¥20 million (US$220,000) to the International Committee of the Red Cross.[119]

 Jordan

King Abdullah II of Jordan sent a humanitarian aid aircraft carrying relief items and a makeshift military field hospital to Haiti.[120]

 Kazakhstan

President Nursultan Nazarbaev in his message to the Haiti president stated that Kazakhstan will send full-scale humanitarian aid.[121]

 Kenya

The Kenya Red Cross set up a national platform to coordinate the collection of financial, food and material donations to be shipped to Haiti.[122]

 Kuwait

The Kuwaiti government made a US$1 million donation to the Kuwait Red Crescent Society for distribution to the Haiti relief effort.[123]

 Lebanon

Lebanese prime minister Saad Hariri expressed his solidarity with Haiti and said Lebanon would contribute aid. He also asked Lebanese expatriates to participate in international relief in the form of humanitarian, medical and social aid.[124]

 Lithuania

Lithuania’s Ministry of Foreign Affairs allocated 50,000 Litas (€14 500) in aid through its Development Cooperation and Democracy Promotion program.[125]

 Macedonia

The capital city of Skopje, which was itself struck by a catastrophic earthquake in 1963, pledged 1,5 million MKD in aid. Furthermore, the government will also assess the relief needs and provide further aid.[126]

 Malta

The Civil Protection Department collected blankets, canned food and drinking water for the victims of the earthquake.[127] The Malta Red Cross launched a national appeal for funds to help in the earthquake relief efforts.[128]

 Malaysia

Prime Minister Datuk Seri Najib Tun Razak has conveyed his condolences to the families of Haiti's earthquake victims and said that the government of Malaysia is currently finalising details of humanitarian assistance to be extended to Haiti as soon as possible [129] The Malaysian Red Crescent Society has launched a fund-raising campaign for Haitian earthquake victims.[130]

 Mexico

The Ministry of Foreign Affairs will deploy a plan used to aid civilians during natural disasters in Haiti.[77] As an emergency response the government sent three military aircraft carrying over 20 tons in supplies, as well as satellite communication devices, water treatment plants, electricity generators, and over 160 specialists in search and rescue, health professionals, and engineers sent to set up communications in Haiti. One of these airplanes, with 60 federal policemen, had to abort its mission, due to lack of space at the airport. The water treatment plant had to be returned to Mexico, due to lack of terrestrial transportation. The government also confirmed the imminent departure of the Navy's ARM Papaloapan amphibious lander and ARM Huasteco hospital ship.[131][132]

The Topos de Tlatelolco volunteer search and rescue group is participating in relief efforts. This group specialized in finding victims under rubble and giving first aid. The first group of six left on 14 January for the country from Cancún. This group is called the advance team or the beachhead because their job is to make initial assessments of the situation for the teams that follow. The next group scheduled to leave is the canine unit. A total of 18 to 24 are expected to go, with transportation being provided by the Mexican navy. The group plans to be there until 28 January.[133]

President Felipe Calderon announced the country was donating 8 million US dollars

 Morocco

King Mohammed VI of Morocco approved the release of US$1 million in emergency humanitarian aid for Haiti.[134]

 Netherlands

The Netherlands has pledged €2 million (USD$2.9 million) in aid.[90] The Joined Aid Organisations announced that they will organize a national campaign for Haiti.[135] The usual 'giro' number (555) has opened for Haiti as well.[136] On 14 January the Urban Search and Rescue (USAR) team (72 persons + 8 dogs) was dispatched to Haiti to aid in searching for survivors.[137]

 New Zealand

The New Zealand government committed $1 million to relief efforts.[138]

 Nicaragua

Nicaragua sent 31 rescuers and military doctors of the Humanitarian Rescue Unit (URH) to Haiti on January 14, 2010, along with humanitarian aid. The URH mission included electrical workers who would participate in rebuilding the damaged electrical system in Port-au-Prince.[139]

 Norway

Norway will be sending delegations from the Norwegian Red Cross, including a field hospital and the charitable organisation Norwegian Church Aid. The country is contributing 40 million Norwegian kroner ($7 million USD).[140]

 Pakistan

Several Pakistani rescuers and troops are stationed (as part of the UN force) in affected areas by Minustah.[141] President Asif Ali Zardari in his personal message of condolence to the President of Haiti said: "On behalf of the people and the Government of Pakistan and on my own behalf, I wish to express to you our heartfelt condolences on this tragedy. Pakistani peace-keepers serving in Haiti will continue to provide assistance to the Haitian people and victims of the earthquake in this hour of natural calamity. We are coordinating with the United Nations to extend every possible relief to the people of Haiti."

Personal messages of condolence to the President of Haiti were also released by Prime Minister Yousaf Raza Gilani and Foreign Minister Shah Mehmood Qureshi.[142]

 Panama

Vice President Juan Carlos Varela has indicated that Panama is willing to help, and pledged that the Panamanian government would provide assistance to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in matters of logistical coordination of cooperation. OCHA's Latin America regional offices are in Panama City.[77] Panama will deploy search-and-rescue experts from the Civil Protection Office and firefighters from the Panama Fire Dept., as well as equipment and food supplies.[143]

 Peru

Peru has sent 23 tons of food and 1 ton of medical supplies; Peruvian aid will gradually reach 100 tons.[144] Also, 18 health professionals and 2 field hospitals suited for emergency surgical interventions will be sent.[145] Peru's MINUSTAH contingent, consisting of 205 peacekeeping troops, will help in Haiti's reorganization.[77]

 Philippines

The DFA is deeply concerned over the condition of Filipinos in Haiti following the magnitude 7.0 earthquake that struck Port-au-Prince on January 12,” DFA spokesman J. Eduardo Malaya said. The Philippines is organizing a medical team to be deployed to Haiti.[146] Philippine President Gloria Macapagal-Arroyo on January 15, 2010 ordered the Department of Health to send medical teams in the quake-shattered Haiti as soon as possible. President Arroyo said, "We are more than ready to give a helping hand as we were victims ourselves. We have also been a recipient of international assistance, now it is our turn to give back."

 Poland

Fifty four rescue workers (Ciężka Grupa Poszukiwawczo Ratownicza - USAR Poland) flew out on 15 January of Warsaw’s Okecie airport equipped with four tonnes of specialised equipment for earthquake-torn Haiti. Ten search and rescue dogs were also on board, says the Ministry of Interior.[147] The time delay of sending the team has been strongly criticised in the Polish media. The Polish government will send $150,000 in aid to the International Red Cross.[148] Polish Medical Mission will also send a group of doctors and a field hospital.[149]

 Portugal

President Cavaco Silva has expressed Portugal's support to his Haitian counterpart. The government has also sent their condolences and has pledged to help in any way possible. The government announced it will send a C-130 with 32 members of the disaster rescue team "Protecção Civil" (Civil Protection), supplies like tents, medical equipment and a complete hospital ward and immediate cash relief of half a million Euros.[150] The team and supplies have been sent as of the 15th January.[151]
Fernando Nobre, founder and leader of a humanitarian medical relief institution "Assistência Médica Internacional," has moved to the Caribbean island to probe for necessities and organize his institution's response.

 Qatar

Qatar sent a 26-member rescue team and C-17 strategic transport aircraft loaded with 50 tons of relief materials.[152]

 Republic of China

Republic of China's embassy was destroyed and its ambassador was hospitalized.[153] A team of 23 rescue workers and two specially trained dogs will be sent.[154] The Taiwan government has also promised US$500,000 in cash and 200 metric tons of rice for relief.[155] A second team of rescuers departed on January 16, and carried with them more than 3000 kg of equipment and supplies. President Ma Ying-jeou, due to be in Latin America to attend the inauguration of Hondrus' president-elect, is planning for a brief stop-over to visit Haiti and deliver more aid.[156][157]

 Romania

Romanian Foreign Affairs Minister, Teodor Baconschi, has sent a letter of condolences to his counterpart in Haiti, Marie-Michèle Rey, to all victims’ families and to the Haiti people, expressing Romania’s sorrow over the catastrophic earthquake. Romania also intends to send material aid to Haiti, but further details are yet unknown. Romania has also around 20 UN troops as part of the MINUSTAH mission. They are currently involved in the rescue efforts.[158]

 Russia

The Ministry of Emergency Situations of Russia has sent four Il-76 cargo planes containing rescue workers, supplies, heavy equipment, and a mobile hospital including doctors and medical staff, with a capacity of 50 patients.[159][160][161]

 Rwanda

The Government of Rwanda has committed US$100.000 (56 Million Rwandan Francs) to the relief of victims, making it among the first sub-Saharan African governments to provide financial support for the relief efforts.[162]

 Serbia

Serbian President Boris Tadic said that his government will send financial aid and supplies to Haiti.[163]

 Singapore

Singapore's government announced a US$50,000 allocation for humanitarian aid through the UN Office for the Coordination of Humanitarian Affairs.[164]

 Slovenia

The Slovenia government allocated €50,000 in aid to Haiti.[165]

 South Africa

The South African relief organisation Gift Of The Givers (GOTG) departed for Haiti on 14 January. The head of South Africa's Gift of the Givers Foundation, Emtiaz Sooliman, says his group is sending up to three teams of search and rescue specialists to Haiti to help victims of the earthquake and hopefully save some lives. This whole project adds up to over R10 million.[166][167]

 South Korea

South Korea has provided Haiti with humanitarian assistance worth 1 million U.S. dollars including emergency supplies and relief workers to the country. The South Korean rescue team includes doctors and nurses. In addition, the country has decided to dispatch volunteers there.[168]

 Spain

Holding the presidency of the European Union, Spain will coordinate the European aid to Haiti, valued at €3million. In addition, Spain has already sent 6 military airplanes and 50tons of humanitarian assistance as well as medical and rescue teams.

 Sri Lanka

Sri Lanka had 950 soldiers in Haiti assisting in peacekeeping efforts at the time of the quake.[169] President Mahinda Rajapaksa, in a message to the President of the Republic of Haiti said: "As a nation that was touched by a tragedy of similar magnitude five years ago, Sri Lanka can understand and feel the pain of your sorrow. I have been informed that the UN peacekeeping battalion from Sri Lanka is fully involved in the rescue efforts. Sri Lanka associates itself with the international community's efforts to support the people of Haiti at this hour of devastation. The wish of all Sri Lankans is that the people of Haiti will surely find the strength to overcome this tragedy and rebuild their country."[170]

 Sweden

Swedish state aid agency Sida makes funds of approximately 900 000 USD available as emergency aid.[171] The Swedish Red Cross has started a fundraiser urging Swedes to contribute at least 50 SEK each towards the aid of the Haitian people. In addition, the country sends a 2 person delegation.[172]

 Switzerland

A Swiss Air-Ambulance CL604 Challenger jet left Zürich on Wednesday morning to Port-au-Prince (although it is not sure whether it will be able to land in Toussaint L'Ouverture International Airport or in another nearby airport) with a quick-response team from the Swiss Humanitarian Aid Unit in order to identify local needs and prepare in case of further deployment.[173][174][175][176]

 Thailand

The government of Thailand has decided to initially donate US$20,000 for humanitarian assistance in Haiti, while promising more to come. At the same time, Prime Minister Abhisit Vejjajiva will send a condolences message to his Haitian counterpart as well.[177]

 Trinidad and Tobago

Trinidad and Tobago has committed an immediate relief aid package of $6.3 million Trinidad and Tobago Dollars (USD $1 million) to assist Haiti.

 Turkey

Foreign Ministry Ahmet Davutoğlu has expressed sorrow over the earthquake which hit Haiti. He also added that Turkey is ready to provide every kind of support to people of Haiti.[178] The Turkish government has also prepared a military transport plane which will be used to carry in a field hospital and emergency medical team.[179]

 Ukraine

On 14 January 2010, Ukrainian President Viktor Yushchenko signed a decree which says that “with the goal of helping to tackle the consequences of the devastating earthquake in Haiti, the Cabinet of Ministers of Ukraine should immediately ensure that humanitarian aid is provided to the country”.[180]

 United Arab Emirates

The United Arab Emirates announced it would set up a relief Air Bridge to take humanitarian supplies to Haiti. The nation’s charitable organizations – including the Khalifa Charity Foundation, Zayed Foundation for Humanitarian and Charitable Works, Mohammed bin Rashid Al Maktoum Charity and Humanitarian Foundation – announced the coordination of additional humanitarian relief efforts.[181]

 United Kingdom

The Queen of the United Kingdom issued a personal statement and made a donation to the relief fund,[<small>n</small> 1] while the government of the United Kingdom stated the country was sending USD$10 million.[99] The day after the quake, a team of 71 search and rescue personnel and two search dogs left from the United Kingdom to fly to Haiti in an effort to rescue survivors. The team are equipped with specialized heavy rescue equipment.[182]

 United States

President Barack Obama pledged an initial 100 million US dollars in aid.[183] He said: "My thoughts and prayers go out to those who have been affected by this earthquake. We are closely monitoring the situation and we stand ready to assist the people of Haiti."[184] At the request of President Obama former Presidents Bush and Clinton have agreed to help.[185]

The United States Coast Guard cutters USCGC Forward (WMEC-911) and USCGC Mohawk (WMEC-913), both arrived in the port of Port au Prince, Haiti, on January 13. A Maritime Intelligence Support Team aboard the Forward assessed damage to the port.[186] The cutters were supported by the destroyer USS Higgins (DDG-76).[187] Two United States Air Force C-130 Hercules aircraft also arrived January 13 with emergency supplies, medical units and special tactics teams.[188] Other Coast Guard ships including the USCGC Valiant (WMEC-621) and the USCGC Tahoma (WMEC-908) were dispatched.[189]

As of Jan 14, United States Air Force Special Tactics personnel were controlling operations of the Toussaint L'Ouverture International Airport in Port-au-Prince, after having cleared runways and setting-up a 24-hour air traffic control.[190]

On Jan 15, the aircraft carrier USS Carl Vinson (CVN-70) arrived off the coast of Port-au-Prince to provide humanitarian aid, with its trained personnel, emergency supplies and 19 helicopters on deck.[191]

The United States Navy hospital ship USNS Comfort (T-AH-20) was deployed to Haiti, as were the guided-missile frigate USS Underwood (FFG-36), and the guided missile cruiser USS Normandy (CG-60). The Navy also deployed an amphibious group consisting of the amphibious helicopter carrier USS Bataan (LHD-5) and the dock landing ships USS Fort McHenry (LSD-43) and USS Carter Hall (LSD-50).[192][193][194]

Approximately 2,000 United States Marines of the 22nd Marine Expeditionary Unit from Camp Lejeune and 3,000 United States Army soldiers of the 82nd Airborne Division from Fort Bragg were sent 14 January.[194][195][196]

Four injured personnel from the United States embassy were evacuated to the naval base at Guantanamo Bay, Cuba, by United States Coast Guard helicopters.[197][198]

US Army Corps of Engineers, Army Geospatial Center, has a webpage of scientific maps on Haiti, including maps on geology, water, geography and trafficability. These maps, reports and other data are used by planners and engineers to support the various civil and military humanitarian missions, both for the present emergency and for future reconstruction.

The Urban Search and Rescue California Task Force 2 from Los Angeles responded to assist in relief efforts.[199][200] Florida State Emergency Management Team sent two 72-person urban search and rescue teams with personnel from all over the state to engage in the recovery efforts in Haiti.[201] Royal Caribbean International has sent one of its ships to Haiti filled with water, rice, and beans. Several organizations from Oregon have sent rescue personnel and medical supplies to Haiti.[202]

The Fairfax County, Virginia Urban Search and Rescue Team has sent two teams to Haiti to assist in relief efforts.[199][200] Members of the West Virginia Air National Guard's 167th Airlift Wing loaded 300,000 lbs. of emergency management supplies from the United States Department of Health and Human Services onto pallets for air shipment to Haiti at its air base at the Eastern West Virginia Regional Airport in Martinsburg, West Virginia on 13 January.[203] Members of the 167th were in charge of preparing the items, including medical supplies and equipment, generators, food and water, tents and air conditioning units, for flight and loading them on the planes.[203] The 167th Airlift Wing announced that Martinsburg's air base was to continue to serve as a major staging point for U.S. emergency management supplies to Haiti for the foreseeable future.[203]

 Vatican City

In his weekly address, Pope Benedict XVI offered his condolences to families of the dead and called on his worldwide charity network to assist in relief efforts. The Pontifical Council Cor Unum asked Catholic Relief Services, the aid agency of the American Catholic bishop's conference, to supervise the efforts of the Church there.[204]

 Venezuela

Foreign Minister Nicolás Maduro ordered 50 representatives from his country to transport food and aid.[205] The Foreign Ministry has also set up a collection center outside the Casa Amarilla in Caracas so Venezuelans can donate food, water, clothes, and other goods for the people of Haiti.[206]

Response by international organizations

 United Nations

"There is no doubt that we are facing a major humanitarian emergency and that a major relief effort will be required," United Nations Secretary-General Ban Ki-moon said. The U.N. mobilized an emergency response team to help coordinate humanitarian relief efforts.[207]

 European Union

The EU has released €3 m in emergency funding and is expecting to do more once an EU expert reports back with a clearer picture of needs.[211]

  • A couple of Czech organizations, including ADRA, have opened bank accounts for regular people to help.[72]

  • Finn Church Aid and Finland’s World Vision have pledged €150,000 and €100,000, respectively, to help Haiti. Several organizations are preparing to send aid and rescue workers to Haiti.[214]
  • International Committee of the Red Cross Finnish Red Cross (SPR) has pledged €200,000 to help Haiti.[214]

Ireland

A number of Irish charities have launched appeals for aid for the victims in Haiti.[211]

Poland

  • Poland's UNICEF division has already given 100,000 zł. (around €25,000[215]) to help victims of the earthquake, while Caritas Poland has sent €30,000.[216][217]
  • Polish Medical Mission will send field hospital with medical supplies and 14-member emergency medical team.[218]

Turkey

  • International Committee of the Red Cross The Turkish Red Crescent has sent two crews that include psychologists and disaster experts to make an assessment and provide urgent assistance in coordination with the Red Cross officials in the field. The Red Crescent will send further humanitarian aid teams in the light of the initial team’s report.[219] The Humanitarian Aid Foundation said that their aid was sent to Haiti from the United States by two cargo planes. The 33 tons of aid includes blankets, clothes, foodstuff, medical equipment and infant food.

United Kingdom

  • The Disasters Emergency Committee launched an appeal for relief efforts in Haiti which has so far raised £2 million ($3.2 Million) in online donations within 36 hours.[220]

United States

In the USA, the FBI and Better Business Bureau have issued a warning about phony charities, and implored prospective donors to check the reputation of a charity before making a donation due to previous incidents of fraudulent charities.[221][222][223] On January 13, 2010, the Better Business Bureau released a list of charities requesting aid for Haiti relief efforts.[224] This list only contained charities that met the BBB's standards for "Wise Giving."
