The following is a list of characters from the animated television series Totally Spies!.
Main Chracters
The Series focuses on the lives of Sam, Alex, and Clover. Sam is the most intelligent of all three spies usually focusing on computer expert. Clover is very into fashion and boys, which makes her able to get into guarded locations through flirting as well has having an encyclopedia knowledge of popular culture. Alex is the best at sports and she is very active, which makes her the strongest in hand-to-hand combat.
Clover
Clover has medium length blond hair, blue eyes and a red catsuit when she's a spy. She is considered to be the show's most stereotypical character: a shopping addicted, boy crazy, teenage "fashionista". She is always more concerned about her looks, boys, and the latest trends and fads than she is about her work as a spy. As a result, she is often (if not regularly) side-tracked on the missions, which sometimes ultimately affects the team's perfomance as a whole.
She often compares fashion to her work and is usually more concerned with trying to improve her social life and become more popular in different ways. She is normally (if not always) the first one to go against Mandy. Though she tends to be is more focused on materialistic and superficial substances than her missions, Clover does understand the importance of friendship and teamwork. She will rise to the occasion and give villains what they deserve.
Being a stereotypical "American teenage girl", Clover speaks with a strong valley girl accent by saying things like "so totally", and adding the word "much?" to many of her expressions. A running gag in Season 3's episodes titles played on this aspect of her speech. Early in the series, she was prone to being frequently kidnapped at villain hands.

Sam
Samantha Simpson, also known as Sam, has long, wavy red hair with a widow's peak, green eyes, and a green catsuit. She is the most intelligent and uptight of the group. She uses her intelligence to create plans and diversions so that the girls can easily capture the villains. Sam also acts as the big sister and the team leader to the group and keeps the girls in line
Sam, like Clover and Alex, enjoys shopping, and visiting salons, but she is not as interested as the others are unlike Clover, she always puts her studying or missions first. She is considered a little "nerdy" to a certain extent. Though one episode (Spies in Space) involved a b-story of her being able to graduate from high school early, Sam does not end up as the class valedictorian. (Evil Graduation)
It the episode "W.O.W." Sam is revealed to be a descendant of an ancient guild of warrior women. Clover and Alex attribute this as the reason why Sam has excellent leadership skills.
As a play on her intelligence, Sam is frequently brainwashed by villains as a running gag of the series.

Alex
Alexandra, usually referred to as Alex, has short, black hair, tan skin, and brown eyes. She is of possible Hispanic ancestry. Alex wears a golden-yellow catsuit. She is an odd mixture between a tomboy and a girly girl. She is the most athletic and fitness minded spy of the team. She loves to play sports especially soccer and is always trying out some new fad diet. Alex is also the most naive and absent-minded. She sometimes is bit slow to some of the figures of speeches and takes them too literally.
Though their exact ages are never given, Alex is officially stated to be the youngest of the spies. She is also the most childish seeing as her oldest and dearest friend is a toy turtle named Ollie and she has a teddy bear backpack. Running gags in the series involve her frequent bad luck, being somewhat clumsy, and being a horrible driver.
Alex is the only main character whose father was seen in the show.

Jerry
Gerald James Lewis, usually referred to Jerry, is the founder and administrator of WOOHP, the World Organization Of Human Protection. A middle-aged, very serious British gentleman, he is responsible for briefing the girls on their missions, as well as for providing them with their gadgets at the start of each episode. He also has a tendency to send the girls on "test missions" without telling them that it's fake. It is also shown he enjoys teasing the girls.
Although he has a mostly hands-off role, Jerry has participated in a couple of the girls' missions. Despite his thin and nonathletic appearance, he has in fact demonstrated highly impressive combat and piloting skills superior to those displayed by the girls themselves, including running up (and down) the side of a building. Jerry appears in fewer episodes on Season 4 due to G.L.A.D.I.S. taking over his role in gadget distributing.
Despite being the leader of the world's top spy organization, the security surrounding Jerry is surprisingly lax, and he has been subverted on multiple occasions.
Jerry has been somewhat cursed in his personal life in that all the people he relates to keep turning out to be super villains. His best friend in college, his ex-wife (Myrna Beesbottom, whom he married in "Evil Valentine's Day"), his twin brother Terence (Terry), and his sister Sherry have all been revealed as villains attempting to kill Jerry or destroy WOOHP. In the 1980s, he was a member of a little known band, Double Digits. He started WOOHP in the 70's and took ballet as a kid, which came in handy in Season 4 Episode "Sis-KaBOOM-Bah!" when he used some of the moves he knew to defeat a mind controlled Mandy.

Secondary Characters
Britney
In Seasons 1-3, Britney was a minor but important character. Britney was, at the time, the newest recruit to the team and was introduced in the episode "Alex Quits". She has bluish-black hair and purple eyes, and wears an azure-colored catsuit. When standing next to Sam or Clover, the difference in skin tone suggests that she may be of Asian descent. Britney was the captain of her high school's cheerleading squad and she loves to play chess(a reason that Sam immediately takes a liking to her). Out of all of the girls in the series, Britney is the only one shown to live on her own. Most of the episode "Virtual Stranger" takes place in her apartment.
She is really smart. This trait of hers is actually relevant to the plot, as it causes Alex to be jealous of her on many occasions. Britney was the main focus on two of the series' episodes: "Alex Quits'" and "Escape From WOOHP Island". She also makes a cameo in "Evil Promotion Much? - Part 3" as one of the agents in suits during the spies' promotion ceremony.
In season 5, Britney has her own three episode (#115-#117) story arc in which she joins Sam, Clover, and Alex in both missions and school (she transferred to Mali-U University).[1] Alex's jealousy is once again the focus of the first two. In the third, it is revealed that Britney sees Alex as a role model, and thus the two form a sisterly bond. She is also shown to view Sam, Alex, and Clover as her best friends, and it is hinted that the four interact quite often off camera. At the end of episode #117, Britney is assigned to WOOHP Australia, and partnered with Blaine (much to Clover's disdain).
Britney cameos in episode #129 in a fantasy of Sam, Clover, and Alex. Though WOOHP was being shut down, the girls said they would still get together for parties, and Britney was included in the gathering. Britney's final appearance is in the final episode as one of the spies captured by "Totally Dunzo". After being freed, she assists the others in fighting the drones, but is quickly defeated, leaving Sam, Clover, and Alex, to finish the series' final battle. As seen in "Virtual Stranger", she does not seem to be very fond of Mandy and Mindy.

Dean
He is an agent from WOOHP like Sam, Clover, and Alex. He first appeared in "Evil Promotion Much?" as their trainer and he was later shown in "Deja Cruise" as Jerry's sidekick for Sam, Alex, and Clover's super spies test. The girls has shown some romantic interest in Dean and he is the only boy that can resist Clover. He is also the only male agent of WOOHP other than Jerry (and later Blane) to not have a minor role, such as numerous security guards. Dean returned in "WOOHP-tastic" and is put in charge of the WOOHP gadget lab. He is also present and takes part in the final battle in the series finale.

G.L.A.D.I.S.
Gadget Lending And Distribution Interactive System. She was first introduced in the episode "Physics 101" as a gadget lending device, as the name suggests. She speaks with a female voice and appears to have a mind of her own, even sometimes claiming she is the true head of WHOOP. It is later revealed in "Evil G.L.A.D.I.S." that her brain is downloaded from a brilliant evil mastermind called "The Brain" who attempted to start a World War 3 by misleading nations into firing missiles at one another but did not have any evil downloaded into her. Alex spilled cranberry juice on her ad she became evil instantly because she shares the same allergy as "The Brain", which results in both being crazy after being spilled with cranberry juice. The only way that G.L.A.D.I.S. could turn back to normal was by having her mainframe pumped with a base to counteract the acid in the cranberry juice.
G.L.A.D.I.S. was written out of the series in Season 5 (sent to recycling facility), almost entirely due to fan complaints.

Mandy
Mandy is Sam, Clover and Alex's (and later Britney's) rival at school. Being the model of the "popular teenager" stereotype, she is shown to be stylish, popular and pretty (at least in her own opinion) but also bratty, materialistic, snobbish, egocentric, arrogant, cruel and downright maleficent - and apparently she may have inherited these negative traits from her mother. She also has a high and squeaky voice with a nasal laugh.
She has been shown in multiple spy outfits, all of which are purple. In the episode "Evil Coffee Shop Much?", she joins the three spies but is lazy, leading to her losing her memories of the whole experience. It is implied that she does poorly in school as seen in "Dental? More Like Mental!" and "Alex Gets Schooled". Mandy is the only character whose height (5'4") was ever mentioned on the show.
The rivalry between Mandy and Clover is most pronounced, as they often compete for boys, popularity, and bragging rights. Mandy will go out of her way to annoy the girls and will even use dishonest means in order to do it. Mandy is also known to have a fan club called M.I.G. (Mandy Is Great), which Clover joined, not knowing it was a Mandy fan club. Clover was then forced to tickle Mandy's feet by the other club members, as she finds it the only way to relax.
In seasons 1-4, Mandy is often accompanied by her friends and yes-women Caitlin and Dominique, all rivals to the girls. However, it wasn't until season four that there was actually any loyalty between the three. Before then, they have each been shown to leave the others at the drop of a dime. At the start of season five, Mandy and her crew are separated as they all graduate from high school. While Mandy was to attend a ski school in Aspen, she stayed in Malibu to attend college with her cousin Mindy. Mandy and Mindy are seen together for most of season five, save for the finale.
In "Totally Busted", Mandy was infected by the SUDS, along with Caitlin and Dominique, and they were transformed into spy-sassins. They tried to kill the spies, but are all easily defeated. Later, Mandy, Caitlin and Dominique kidnapped their moms to Mandy's chalet at Sugarflake. The spies followed them there. After the alvanche incident, Mandy and her cronies kidnapped the spies to GROOVE. Learned about the SUDS, they're infected the spies with it and rescued the Inventor from the prison. Later, Mandy, her cronies and the Inventor plan to transform the whole world into army of spy-sassins, but are all easily defeated by the spies, who returned to normal, and their moms, who became spies. At the end, Mandy, Caitlin and Dominique returned to normal.
In finale of Totally Spies, Mandy suffers from a "near death experience" (breaking her nail) and comes to terms with how cruel she is to the spies. As such, she decides to treat them nicer. However, this is short lived, as when she finds out Sam, Clover and Alex are spies, she goes back to her usual snobbish self because she believes "friends shouldn't keep secrets from each other".

Caitlin and Dominique
Caitlin has long, curly, black hair and dark skin. Though she doesn't say much, she has a snobby attitude and always backs Mandy up. Caitlin also has an older brother named Rick, who was a senior at Beverly Hills High School. As part of the "Spy Chic" fad, Caitlin's spy outfit is lime-colored. She was voiced by Katie Leigh in season 1-2, similar to Alex. She is Alex's rival.
Dominique has short, dark red hair, blue eyes and a snobby attitude. She is always there to support Mandy. Like Clover, she talks with a valley-girl accent. As part of the "Spy Chic" fad, Dominique's spy outfit is cyan. She was voiced by Andrea Baker (similar to Clover) in seasons 1-2. She is Sam's rival.
Both characters were written out of the series in Season 5. After having graduated high school, Mandy and her friends all go their separate ways.
Mindy
First appearing in Season 5 Episode "Evil Professor", Mindy is Mandy's cousin. After graduating high school, Mandy was supposed to attend a ski school in Aspen, but transferred to Malibu University (henceforth "Mali-U") to stay with Mindy. She is just as stuck up as Mandy, to the point of the two being referred to as the "Terror Twins". However, while Mandy is generally loud and aggressive, Mindy is calm and collected. Mindy speaks with a thick Southern drawl and her appearance is visually similar to Mandy's, but Mindy has short blond hair and a darker skin color.
Mindy's last appearance is in episode #128. She is absent without explanation in the series finale.
David
David is a desirable guy in whom all three of the girls (as well as their nemesis Mandy) are romantically interested. He was introduced in the episode "It's How You Play The Game". He loves the arts: guitar playing, poetry, painting, etc. He also has a love of nature and history and hates rejection. In episodes David appears in, fans take note he seems not attracted to the girls, despite they remain having a "crush" on him. He mainly appeared in Season 2, and didn't appear in Season 3 but appeared in one episode in Season 4.
David works at the Groovy Smoothie Shack and he seems to be the jumping off point for many of Clover, Alex, and Sam's personal predicaments while they try to get him to notice them. This seems to befall Clover the most as she and Mandy compete for David's affections. David is blissfully oblivious to the girls' attempts to garner his attention and leaves the girls stunned with his smile as he leaves to go help at a soup kitchen or fulfill another duty.

Arnold Jackson
Arnold is a classmate of the girls, and is apparently the stereotype of the school's geeks and nerds. Arnold is highly clever but socially inept, and tends to be a bit unpleasant. In some episodes, he acts as a sycophant and minion of Mandy's, yet in other episodes he gets teased by her. He mostly acts as an (unintentional) obstacle to the girls and their goals.
In the episode "Super Nerd Much?", Arnold accidentally acquired a magic ring that allowed him to steal the "coolness" from other people. The power quickly got to his head, and he turned into a super villain intent on draining the coolness from everyone else in Beverly Hills, causing them to turn into nerds themselves. After a fight, he was eventually defeated by the girls with some assistance from a villainous magician who also wanted the ring. Like Mandy, his memory appeared to be erased by WOOHP and he was back at school the next day as though nothing had happened (albeit with a few residual memories he wrote off as part of a dream). He has also managed to defeat Clover and Mandy in contests for Head Cheerleader.
In the episode "Arnold the Great", he wants to be a superhero and dresses up as a comic book character. He is secretly taken advantage of by Geraldine Husk.
In the opening episode of Season 5 "Evil Graduation Much", Arnold graduated from Beverly High as the class valedictorian. In his graduation speech, he told off the entire senior class for mistreating him over the years, and left with the words "Goodbye, and good riddance!"
Robert Tinkler, Jess Harnell and Joshua Seth have all shared the voice of Arnold.
Blaine
Blaine is introduced in Season 5 Episode 108 "Evil Granny", as the captain of the Mali-U beach volleyball team. His interests are similar to Clover's which led to them dating within 5 minutes of his introduction. As season 5 has a more continuous story, Blaine's relationship with Clover is the first in the series to last for more than one episode (or any other girl for that matter). The next two episodes (#109 and #110) deal entirely with this relationship. It is revealed that he is actually a freelance assassin sent by Geraldine Husk to kill Clover, however he was under the belief that Clover was an evil spy. However, Geraldine later uses Blaine as a trap to capture Clover. At the conclusion of his initial story arc, Blaine joins WOOHP and is assigned to the Australia branch, and is later joined by Britney as his new partner (much to Clover's disdain).
Blaine reappears in the final episode as one of the spies captured by "Agent X". After being freed, he assists the others in fighting the drones, but is quickly defeated, leaving Sam, Clover, and Alex, to finish the series' final battle. His relationship with Clover is still intact, almost kissing before Alex interrupted them.
Virgil
Virgil is the spies' boss for their job in the coffee shop. The spies are his best service, and he likes Alex. He first appears in "Evil Professor" Then in "Zero To Hero" Alex goes on a date with Virgil, but when she decide that they should be "just friends" as he constantly causes accidents while on their date, he doesn't want to give up and accidentally stumbles upon the girls in full Spy gear. This gives him a new idea to win Alex over. However, after being returned to normal from ingesting Muscle Growth Formula, they go on another date. Their relationship since then has never been touched upon, suggesting they agreed to stay "just friends".
He also has a notable fascination with coffee, keeping Sam, Clover, and Alex with their job when they gave him a super-sized coffee bean as a gift, as well as giving Sam a single coffee maker as a Secret Santa gift.
Gabriella
Gabby is Sam's mother. She wears her hair long like Sam's, though slightly curlier. Gabby's hair was originally brown, but it has since appeared the same color as Sam's. Gabby can be overprotective of Sam and only has her best safety in mind. Gabby's first appearance was in the season 2 episode "Mommies Dearest". She reappears in her final appearance in the season 4 finale "Totally Busted". During her short duration as a spy, her outfit is jade-colored. At the end of that episode, she becomes an official spy. She looks identical to her daughter Sam.

Stella
Stella is Clover's mother. She wears her hair like Clover's, but it was originally lighter. Stella is a typical stern-but-lovable mother. Stella has made appearances in season two: "Mommies Dearest" (being controlled by evil Tim Scam to kill Clover) and "Zooney World", as well as her final appearance in the season 4 finale "Totally Busted!". During her short duration as a spy, her outfit is hot pink. At the end of that episode, she becomes an official spy. She looks identical to her daughter Clover.

Carmen
Carmen is Alex's mother. She wears her hair similar to Alex's, but it was originally dark brown with more layers and a darker skin/eyes tone. Her main goal and focus is for Alex to get a boyfriend. Carmen made an appearance in the season 2 episode "Mommies Dearest", the season 4 episode "Alex Gets Schooled", and her final appearance in the season 4 finale "Totally Busted". During her short duration as a spy, her outfit is royal blue. At the end of that episode, she becomes an official spy. She looks identical to her daughter Alex.

Phoebe
Phoebe is Mandy's mother who also has a snooty nasal-like voice - which is a bit deeper than her daughter's. She has long black hair just like Mandy. She spoils Mandy, but at the same time gives her firm discipline (or at least she tries), especially when it comes to Mandy's (poor) grades. Phoebe debuted in "Forward to the Past" and later appeared in "Dental? More Like Mental", "Evil G.L.A.D.I.S Much?" in season three and "Alex Gets Schooled" in season four. Phoebe spoiled Mandy since Mandy's birth, but it's unknown what became of her husband.

Mrs. Lewis
She's Jerry's mother. She gets very annoyed with her son and believes Jerry is a hotel manager. She was a spy in her past. In the finale of Totally Dunzo! she becomes evil after a gen of evil falls into her cup of tea. She became a Mr. X and created robot droids to replace the spies after buying out WHOOP as a way to take over the world, but after the evil has disappeared she's returned to normal. It is also revealed she was a top spy back in her youth, something Jerry never knew.
Martin Mystery characters
A cross episode in Season 5 between Martin Mystery and Totally Spies was created. Only Martin and M.O.M were featured, though Diana was mentioned.
Martin Mystery
He only appeared in episode Totally Mystery Much? wherein an evil Yeti-fan extracts Yeti DNA and injects it into people.
Martin is only significant to the show in which Jerry mentioned that he knows Martin as a great agent from The Center. In the beginning Martin fell for Clover but Clover was too harsh on him. At the end Clover wanted to go out on a date with Martin, until he turns her down after talking to Alex about personal interests. Martin and Alex quickly develop a mutual attraction, sharing many things they like and dislike. He also mentions his stepsister Diana Lombard, remarking that both she and Sam are "lame buzzkillers". Sam and Diana have very similar personalities, which causes Martin to treat Sam similarly, and for Sam to respond in much the same way that Diana would. They gain a professional respect for each other, and by the end of the episode are on friendly terms.
M.O.M
She is the current director of The Center and a friend of Jerry's that he met during a secret organization meeting in Venice, Italy[2]. She only appears in Totally Mystery? wherein she and Jerry talk about each others organizations. However, even though they 'talk shop', their attitude toward each other has airs of romantic interest. Martin and the spies take notice this and found it very disturbing.
Main villains
LAMOS (League Aiming to Menace and Overthrow Spies)
The leader of the L.A.M.O.S was Terence Lewis and the parts were Tim Scam, Helga Von Guggen, Myrna Beesbottom, and Boogie Gus.
Terence Lewis
Terence Lewis ("Terry") is Jerry's evil twin brother and the primary nemesis of the spies. He is shown to be intelligent and he modified his face through plastic surgery to differ from his twin. In the Season 3 finale "Evil Promotion Much?", the spies were selected for promotion to the next level due to their stunning success, and were sent to Terence for the training they would require to become Super Spies. At first, Terence appeared to be an easy-going, relaxed administrator. His motive was that when he and Jerry were in school, Jerry didn't know any answers to an important exam, so he copied the answers off of Terry, but when the teacher came to their table, Jerry put all the blame on Terry.
In Season 4 he creates an organization called L.A.M.O.S. (a acronym he did not realize it made) made up of many old enemies of the Spies. He also wears a white curly wig and runs the organization from a leaky sub. He was later arrested along with the rest of L.A.M.O.S.
Tim Scam
He is the most recurring villain who appeared in six episodes. Tim Scam is a former WOOHP employee who was fired for illegal use of weapons, and attempts to get revenge on the organization.
He first appeared in the show's third episode "The New Jerry", in which he kidnapped Jerry and replaced him to use WOOHP for his plot. Sam also developed a crush on him before she discovered he was evil. In "Mommies Dearest" he attempts to get revenge on the girls by mind controlling their mothers and using them to kill the girls. In "Morphing is so 1987" Tim attempts to destroy WOOHP using "liquid-metal" robots capable of mimicking the appearance of others. He reappeared in season 4 and became a member of L.A.M.O.S.
Tim Scam is highly intelligent. He originally developed a heat-ray capable of evaporating the Earth's oceans while working for WOOHP. He will likely remain a persistent nuisance to Jerry and the spies.
Unlike the show's other villains, who are usually "themed" bad guys whose personalities typically center around a single bizarre personality disorder or childhood trauma, Scam comes across as completely sane (albeit sociopathic). Also, unlike the other villains, whose plans generally involve indulging in their twisted obsessions (which often involves brainwashing people)
Tim Scam is voiced by Michael Gough.
Helga Von Guggen
Helga Von Guggen is a rogue fashion designer and one of the show's more regular villains. She has a bodyguard, Trode, to do her bidding.
In "Wild Style", Trode met the spies while they were investigating the mass disappearances of cruise ships along with their crews and passengers. Unknown to them, Helga was the mastermind behind the abductions, and instructed Trode to infect one of the spies with her mutation serum through the use of a dart, resulting in Clover being mutated into a catgirl. At Helga's hideout, Helga revealed to the spies that she was using the serum to turn humans into animal-like creatures in order to produce instant-fitting pelt coats. Ultimately, Helga fell victim to her own mutation serum and transformed into a massive Chimaera-like mutant monster, but was defeated and captured by the girls.
In "Fashion Faux Pas", Helga returned with a scheme to use Mystique fashion clothes to strangle people to death. At her hideout, she told the spies her plan, and ordered Trode to keep an eye on them. In the end, she was turned in and captured again. It is never explained how she returned to normal in this episode.
She later appears again in season 4 as a member of L.A.M.O.S., having herself been disposed of Trode, whom she deemed to be incompetent. In "Evil Jerry" Helga was arrested, but she returned (must have escaped) in "Like, soo totally not spies", and at the end of such episode Helga and all L.A.M.O.S. were arrested.
Helga Von Guggen and Trode are respectively voiced by Adrienne Barbeau and Brian Cummings.
Myrna Beesbottom
The girls' ex-nanny who tried to marry Jerry so she could take over WOOHP. She is a former WOOHP agent and now a member of LAMOS. Her first appearance was when she was still good and became the girls' nanny in the season three episode "Space Much?". Her next appearance (her first appearance as a villain) was in "Evil Valentines Much?" where she tried to marry Jerry so she could take over WOOHP. She has made a couple season 4 appearances and her lead role was in "Dream Teens", when she created plasma robots to become the spies' boyfriends and drain their energy and to eliminate Jerry and WOOHP. She has recently been arrested and is temporarily apart from LAMOS. Despite her obese build Myrna is extremely agile, and strong, and it's also hinted she is specialised in ninja training.
Boogie Gus
An African-American '70s-loving villain and a former WOOHP janitor who first appeared in season 3, "Forward To The Past'". He planned to go back in time and convince Jerry to create an evil WOOHP with him, which would stand for World Organization Of Harming People. In season 4, he joined the LAMOS and became an '80s lover, even though he still sported his '70s black-power hairstyle. In "I Hate the Eighties" he planned to turn the world into his own '80s wonderland and to make Jerry and the spies younger. In "Like, So Totally Not Spies", it is implied that he is bad at keeping secrets, much to Terence's and Helga's annoyance, such as when he accidentally reveals Terence's plan to leave Jerry tied up in the LAMOS submarine while the submarine gradually floods with Jerry in it, and when he revealed that Helga's bracelets were the source of Sam's, Clover's, and Alex's inability to remember their state of being spies. In The Amazing Spiez!, it was revealed that Boogie Gus had a son named Gus Jr., who had a passion for the decade he was born, the 90's, which included low-tech electronics and ghetto-based outfits.
Boogie Gus is voiced by Joe Motiki.
Candy Sweet
Candy Sweet is a villainous woman who thinks the world of cheerleading is vapid. Her real name is Margaret Nussbaum. In "Black Widows" she used intelligence she had stolen from the cheerleading team the Honeybees, and downloaded it into her team due to being in the military. In "Sis-KaBOOM-Bah!" she used cheerleaders (including Clover and Mandy) she had brainwashed with a DVD she had made to help her escape from prison, but Sam, Alex and Jerry stopped her.
Captain Hayes
Captain Hayes is an evil captain. Hayes is completely obsessed with celebrities, so his appearances are all concerning celebrities such as movie stars -- he apparently suffers from CWS ("Celebrity Worship Syndrome", as later stated by Clover). In "Evil Airlines Much" he tricked the celebrities and Clover on-board his airplane saying that he was going to take them to Paris. Then he tried to put them on a permanent vacation. In "Evil Hotel" he escaped from prison and created a hotel under the sea. Later, he captured all the celebrities and planned to keep them in his hotel. He also attempts to rise the water levels on the earth.
Dr. Gelee
Gelee is a James Bond-styled scientific mastermind who decided that mankind was too evil and destructive to survive. He thus planned to eliminate humanity by freezing the planet while he and his henchmen remained safe in his remote mountain fortress. He was defeated by the girls in "The Iceman Cometh". He appears to have an interest in Clover (possibly romantic) as he chose her as his Queen.
In "Ski Trip", Gelee escaped from prison and began stalking the girls on their school skiing trip. Blaming Clover for his defeat, he concocted a diabolical plan to get revenge by kidnapping Clover and forcing her to play a game of chess against him. Unfortunately for him, Gelee mistook Mandy for Clover because of her red jacket (the same colour as Clover's spy suit). He (presumably) ends up dying in an avalanche.
Based on his appearance and motives, Gelee appears to be a parody of the Batman super-villain Ra's al Ghul.
Dr. Gelee is voiced by Simon Templeman.
Sebastian Saga
Sebastian Saga was the villain in "A Thing for Musicians", the very first episode of the show. He returns in "Stark Raving Mad". An elderly, musically-themed villain, Sebastian was once a famous guitar player, but a bizarre pyrotechnical accident severely injured the left side of his body and destroyed his left hand, leaving him bitter and unable to play the guitar. He has a metal prosthesis for a left hand, and a haircut that conceals the left side of his face.
In "A Thing for Musicians", Sebastian is introduced as the manager for fledgling rock star Ricky Mathis. Sebastian planned to play hypnotic music during Ricky's music concert in order to hypnotize the crowd into attacking the world's governments. However, the spies confronted Sebastian at the concert and foiled his plans, forcing him to attempt an escape in his personal helicopter. The spies turned Sebastian's own trick against him by targeting the helicopter with a wind tunnel hair dryer pushing the helicopter into the transmitter playing the hypnotic music, enabling the capture of Sebastian.
In "Stark Raving Mad", Sebastian escaped from prison and returned intending to get revenge on the girls by sabotaging local raves with hypnotic music that made people go crazy and start riots. Sebastian used his raves to destroy the spies' favorite places such as the skating rink, the art museum, and the Beverly Hills mall. After telling the girls his plan, he attempted to destroy Beverly High. He was foiled once again.

Marco Lumière
The villain of the two-part Season 1 finale "A Spy is Born", Lumière is an eccentric Hollywood director who became an outcast from the mainstream film community for his bizarre methods. In revenge, he concocted a scheme to kidnap the biggest Hollywood stars and take them to his private island, filled with various killer robots and deathtraps. There, the actors would star in Lumière's own personal action movie where all the dangers and deaths would be real.
Unfortunately for the spies, Lumière also ended up kidnapping Alex, who was impersonating one of the targeted Hollywood stars. The spies made their way to Lumière's private island, and together with Alex managed to rescue the stars, and defeat Lumière once and for all.
Lumière escapes from prison in "0067", where he, using the Ocram Ereimul pseudonym (which is actually his name spelled backwards), and using plastic surgery to change his appearance, manipulates Jerry into eliminating all of Hollywood's producers. His plan is thwarted by the spies and Jerry.
Marco Lumière is voiced by Dee Bradley Baker.
Geraldine Husk
Geraldine Husk is the founder and administrator of the phony spy agency SPI (Super Protection International), and is a rival to WOOHP. In "SPI", SPI agents continually managed to capture various international criminals before the girls managed to, bringing positive publicity to SPI and making WOOHP appear ineffective. WOOHP was then disbanded and replaced with SPI. Investigating SPI further, Sam discovered that the "international criminals" SPI had been capturing were in fact employees of SPI, and that all the criminal incidents had been set up by Geraldine in order to build up SPI's "good" image and embarrass WOOHP. Geraldine started SPI to get revenge on WOOHP: when she was a teenager, she had applied to WOOHP for a position as a spy, but her application was rejected. The girls managed to defeat their SPI counterparts and expose Geraldine as a fraud.
After her initial defeat in "SPI", Geraldine developed a personal vendetta against Clover, which is seen in two of her future appearances. She also sets up a base on a remote island which is used in later episodes as well.
In "Super Agent Much?", Geraldine returned with a scheme to secretly modify Clover into a super spy. As a result of Geraldine's secret modifications, Clover slowly became much more competent and demonstrated nearly superhuman abilities, but also became more aggressive and sociopathic. Geraldine ultimately recruited the modified Clover into SPI, and ordered her to kill her friends and to destroy WOOHP. However, Clover's modifications turned her into a bionic woman (complete with laser eyes) and she was defeated by being thrown into a lake via a magnetic gadget.[3] Geraldine was captured shortly after, and Clover was returned to normal.
In "Arnold The Great", she initially tried to lure the girls in a trap, but later changed her plans and instead used their classmate Arnold, by promising to make him a part of her team. However later, Arnold was the one who ultimately stopped her, by clogging her vehicle's exhaust pipe with his Gummy-snare Blaster. She swore to take revenge on him.
In Blaine's story arc in season 5 ("Return Of Geraldine"), Geraldine is revealed to have hired Blaine to kill Clover. Upon Blaine's failure, Geraldine arranges a series of events in order to have Clover's entire life turned upside down, and everyone in it against her. With Clover left with nowhere to go, Geraldine uses Blaine as a decoy to capture her, and then attempts to kill them both. However, she is once again defeated and imprisoned.

Willard
Willard, a mad scientist, is an extremely slow man. He talks slowly, moves slowly, lives his entire life slowly, and hates anything fast. After deciding that the rest of the world was too fast for him, Willard invented a beam that slows down molecular movement, and in Season 2 Episode "Alex Quits" attempted to use the ray to slow the rest of the world down so that everyone else would be slow like him. He managed to capture the spies (including new recruit Britney) with his slow ray, but was ultimately defeated by Alex and Britney.
In Season 3 Episode "Escape from WOOHP Island", the spies discover that Willard is the mastermind behind an escape attempt from WOOHP's maximum security prison island. Leading a band of other global criminals, Willard shot down Britney's plane, forcing her to crash land on the island. He intended to use a duplicate of Britney to kill the spies when they arrived to rescue their colleague, then escape in the spies' plane. However, the spies accidentally unmasked the duplicate, forcing Willard to reveal himself and attack them directly. During the fight, he showed that, despite his slowness and dislike of speed, he actually knows some very fast martial arts techniques. However, he was ultimately defeated by the real Britney.
Willard is voiced by Dee Bradley Baker in "Alex Quits" and Jamie Watson in "Escape from WOOHP Island".
Diminutive Smalls
Diminutive Smalls is the spies' smallest enemy, literally speaking, and a former WOOHP scientist. He first appeared in the season 1 episode "Shrinking", where he and his siblings tried to shrink the world down to fit their size, after their experiment went wrong, shrinking them considerably, while giving them extraordinary strength. In his second (and final) appearance, in season 4 episode "Attack of the 50-Foot Mandy", he tries to make Clover increase in size, but instead makes Mandy grow. He currently is serving time at WOOHP Detention Facility. Jerry admits that Smalls is easily misplaced due to Smalls' small stature.
Diminutive Smalls is voiced by Rob Paulsen in season 1.
Jazz Hands
A mime artist (wearing an old-fashioned black tuxedo, cape, wine-colored tight pants and top hat) who speaks. His schemes, obviously enough, involve all mime-esque themes and his shady goal is no other than turning the whole world into his particular mime world. Just like other villains, Jazz Hands became evil due to a particular reason: he hates every kind of vocal actors (i.e. singers, dubbers, comedians and the like) because due to them the "pure art of mimicry" has been washed up and thus forgotten, so "only muteness can restore the former glory of the mimicry", as Jazz Hands himself puts it. His weapon of choice is an accordion that contains a small cannon whose laser shot turns everybody caught on it into a voiceless mime (as he did with Sam and Alex in "Mime Your Own Business", his debut episode). In later Season 5 episodes "Evil Sushi Chef", "Miss Spirit Fingers" and "Mime World", WOOHP let Jazz Hands out of prison and Sam secretly discovers his newest plan: he is hidden in an isolated island building up a mime-based theme park which he will use to convert the whole mankind into mimes, so in a solo mission Sam adopts the alter ego of Miss Spirit Fingers in order to infiltrate Jazz Hands's domains and then internally disrupt his plan, in this episode, Jazz Hands apparently falls in love with Sam and forces her to become one of his mime zombies and ultimately his "Queen of the Mimes". He is defeated by the spies, muted, and taken to prison in each episode he appears in.

Fabu
An ex-walkway model whose popularity was instantly lost in five minutes flat. He is the main antagonist of Totally Spies: The Movie and is the girls' first enemy since the movie takes place when the girls first join WOOHP. When the girls meet him, he has used his "Fabulizor" machines that give all who use it the same style while secretly planting hypnotic mind chips in their cheeks (hidden as a mole on their faces). He later abducts all who use it aboard his space station and then plans to destroy Earth with a nuclear bomb to get revenge for the humiliating life he suffered. His plan nearly succeeds until Sam, Alex and Clover are able to not only turn the missile back towards the station, but break his control over everyone that he hypnotized and to evacuate with them before the station is destroyed. He is then captured by the girls and sentenced to prison for his crimes. It's unknown what became of him in the series since it should follow the movie.
Minor villains
Ariel
She appeared on season 2 episode called W.O.W. Ariel obtained this amulet of sisterhood, which she plans to use to reborn an army of women wrestlers to take over the world by using the amulet to convert the "chosen ones" to her allies. Sam is found to be one of the "chosen ones." At the end of the episode, she was defeated and then disappeared vowing that she will come back and the sisterhood will take revenge. She didn't return in any episode of the season 3, season 4, or season 5.
Kyle Katz
He is a villain who only appeared in one episode. He is the most devious jewel thief. He is cute, clever, and polite. He is a thief that WOOHP has never caught, He nearly stole all the most valuable jewels in the world. He is good at deceiving women (which is the reason why the girls liked him). He knows all about WOOHP, Jerry, and the girls for unknown reasons. He planned to steal the great pearl Uzbekistan. He almost stole the pearl but the girls finally caught him.
Inga Bittersweet
Inga was once a simple Happy Girl cookie scout, but she was kicked out after she was discovered to be eating the cookies rather than selling them. Distraught, she develops a drug-like formula which is highly addictive, and quite fattening. Bittersweet somehow took over the Happy Girl franchise and started using the drug in the cookies. Using them, she also managed to turn the entire company into her personal slaves by bribing them with her "Passion Patties."
A result of the cookie addiction is the willingness to cause physical injuries in order to get more of them.
The only one shot character to have her addiction explored is Miss Shirley Rogers, who went from a super model-esque body to a massively sumo-esque figure. She explains that she had in fact quit her job just so she wouldn't miss a delivery. Admittedly she professes loving Happy Girl Cookie time. And despite gaining more than triple her body weight in cookies in one week. She declares it has been worth it to experience happiness in Happy Girl Cookie time, she writes this to Dr. Bittersweet as well as having told her that herself.
Clover and Jerry also become addicted, both becoming massively overweight in the process. Jerry's addiction is only shown through little messages and such throughout the episode, whereas Clover's weight gain almost takes center stage, getting a little fatter every time she is shown. Clover often attempted to coax Sam and Alex into trying them and even abandoned them to look for more. During her time being fat, Clover's only hint at an interest in losing the weight is when she agrees with Jerry on the hopes that the addiction cure will get rid of their body mass, hinting again at the severity of the addiction. At one point during the episode when the girls were caught and forced to eat cookies until they explode, Clover enjoyed it.
Though despite her character as the superficial teenage fashionista of the group, Clover exhibited inner beauty as not allowing her weight & size to deter her from stopping Bitersweet. One example of this use of her weight as an advantage was Clover's sumo wrestling spar with Bittersweet's right hand Toll, by allowing herself to use her 588 lbs. of fat Clover boldly fights Toll with her characteristic confidence. After being thrown down by Toll, Clover grabs her ankle & slams her colossal sumo body right on top of her, and then quips "Try this on for size." emphasizing her courage,confidence & character as a 588 pound sumo spy who's not afraid to shove her humongous weight around.
Bittersweet was ultimately defeated when Sam force fed her the drug, instantly causing a major weight gain (which was probably her true form after eating all the cookies when she was still a Happy Girls scout) and addiction. She would later be seen in another episode, within a group of villains escaping WOOHP. Due to the comedic nature of her episode, and the results it had on Clover, it has long been theorized by fans that she would return with a similar plan. This has yet to happen.
Inga's above stated victim, Shirley Rogers, later appeared in another episode where a mystical event caused her (along with many other women across the world) to become an aggressive warrior and bound the life out of a door-to-door makeup salesman.
She is voiced by B.J. Ward.
Dr. Logan Jay
Dr. Logan Jay is a villain who debuted in the episode "Dental? More Like Mental". Formerly a Cosmetic Dentist to the stars, Dr. Jay's career was ended when the President didn't follow his instructions properly, leaving Dr. Jay's patented whitening solution on too long, causing it to eat through his teeth. In response to this, the president had Dr. Jay's dentistry license revoked. Angry, Dr. Jay used his dentistry techniques to get back at the world for ruining his career. He abducted people, altered their teeth, and injected them with a mind-controlling laughing gas. Sam fell victim to him, and her teeth were whitened to the point that they were shining a blinding light. Eventually, though, Dr. Jay's plan was foiled by Clover and Alex, and he was apprehended by WHOOP.
Eugene Snit
Eugene Snit is a mistreated teenage boy. He has a hulking, over-disciplinarian mother and he own a faux jewelry shop. His girlfriend dumped him on Valentine's Day a year ago, so as revenge against all teenage girls he creates dating booths that transform him into any girl's ideal guy, only to have him dump all the girls on Valentine's Day. He fails and is presumably taken to WOOHP Prison. He is a one-episode character, though other villains have similar motives.
Lenore
An Austrian woman who believes that a popular TV show called "Days of Our Spies" is real. She creates a secret lab that copies the one in Days of Our Spies. She kidnaps the star, Tad Bailey, who plays Ace Rockson and attempts to marry him. She tries to kill Clover, believing that, because she fills in for an actress, she's the daughter of a villain and a villain herself, but is unlucky. She then tries to attack Clover's "father," but fails and is sent to the WOOHP holding facility.
Major Snell
A one-time villain who was planning to steal high-tech gadgets in order to cancel the affects of gravity. He is most likely named after Willebrord Snellius.
Felicity Fensins
A spoiled, stuck up, wealthy girl, Felicity Fensins decides to capture the world's hunkiest men to use in her human zoo for her own sadistic amusement. According to the Totally Spies! web site she is only 11 years old, and the way she amuses herself is by "playing" with the kidnapped hunks. When she tires of the men in her zoo she puts them into a gladiator-style battle with her "muscular" robots. When she is defeated by the spies she threatens to tell her father, but we never see him. However, her father is a spoof of Bill Gates, creator of Microsoft.
Max Exterminus
A villain who only appeared in the episode "Creepy Crawly Much". A half-human half-cockroach man who wished to conquer the Earth with armies of insects, Max Exterminus chose Alex to be his insect queen. Exterminus has been injecting himself with mega-doses of cockroach DNA via a machine he created called a "bug maker", reconstructing his body chemistry and giving him the disgustingly handsome appearance of a half-bug, half human hybrid. He places Alex inside the machine (not shown), only giving her enough insect DNA to give her antennae, unseen hair on her legs, and moth-like wings on her back. He is one of few villains in any show that uses romantic love as a tool for furthering for his own ends; while it may look like he loves Alex deeply (complimenting her and caressing her, for example), he is actually using her as a pawn for his scheme. He is presumably killed when his bug spray can-shaped rocket plummets to the ground and explodes spectacularly, his last words being "No! I won't let go of my precious rocket! This is my life's work!".
Milton Brand
An actor who appeared in "The Show Must Go On... Or Else". His real name is Stephan, and he had appeared in many off-off-off-Broadway plays that he himself had written. However, he was not a particularly good actor, with his performances being very hammy and over-the-top. As a result, all of his plays received negative reviews from critics and the play-going public. Angry and despondent, he stole a mind-control program from a top-secret base and used it to brainwash anybody who was critical of his plays into being actors. He worked with Clover in one of his plays, which was also criticized by the audience. As a result, he brainwashed all the audience (except Sam) to put them on a play in which he put them in a train "headed for disaster" (he intended to kill them by crashing the train). However, his plan was foiled by Sam and Clover, and he was taken to the WOOHP prison where he proceeded to write another play he intended to perform for the inmates. His name is a play on Marlon Brando.
O.P. Parents
Parents of a seaside community called The O.P.. Seeing their teenage childrens' behaviour as dangerous to themselves and to the community (when they were only behaving the way teenagers do), they developed mind-control chips which they implanted in the teenagers, turning them into model citizens who helped people at every given opportunity and listened to their parents' wishes. When the spies came upon their community, the parents were afraid they would contaminate their childrens' minds. They brainwashed Alex, making her into a slave to their wishes. Sam and Clover discovered that the O.P.'s clock tower was the transmitter that gave the mind-control chips their power. They used their faulty computer car and some miniature bombs to destroy the clock tower, releasing the teenagers from the mind-control chips. The parents of the O.P. were then arrested by WOOHP and sentenced to community service and parent counseling.
Principle Sharminston
A villain who only appeared in "Alex Gets Schooled". When he was 10, he was knocked off of his family's yacht. A family of dolphins found him and raised him as their own. However, when he saw the treatment dolphins got from humans (polluted waters, getting caught in fish nets, and being cut by motor boats), he decided to do something about it. He founded a school in England called "Dorsel Academy" in which he used special glasses to turn the students into human-dolphin hybrids so they would be more considerate of dolphins' well-being. Alex was sent to his school, where she was subsequently turned into a human-dolphin hybrid. However, Sam and Clover went to investigate the school, came upon Sharminston's plan, and foiled it, turning all the students back into human. Sharminston was then taken into custody.
Professor Link
A villain who only appeared in the episode "Head Shrinker Much". Professor Link considered himself a very intelligent man, when in reality he wasn't. His theories were considered not even fit to teach at a college. Angry, Professor Link developed a device to devolve everyone else in the world (turning them into cave-people and/or savages essentially) so he would be the world's smartest man. He attempted first to use it on the Beverly Hills population, but his plot was foiled by Clover, Sam, and a devolved Alex. His name is a pun off of the missing link.
Violet Vanderfleet
An evil, sexist botanist who wanted to take revenge on all the males in the world for constantly being rejected by her dates. She thinks females are constantly being dumped by their dates, and also thinks that she is doing the females a favor by attacking their dates, unknowing that not all women want revenge and that women also dump their boyfriends. In "Evil Bouquets Are Sooo Passe", she invented a poisonous flower called the Viola Vanderfleetus (this flower is named after her), which was created using three beautifully poisonous flowers.
Milan Stilton
An evil, materialistic heiress (and the fifth richest person in the world) who possesses pink objects (jewels, hair, etc.) and a robotic dog henchman named Fufu who also possesses pink objects. In "Evil Heiress Much?", she wanted to become the richest being in the world by kidnapping the other top four richest people (who are richer than her). She is an obvious parody of Paris Hilton.
Bonita Bikham
A woman who attempted to join a soccer team, but was cut for "lacking killer instinct". Angry at this, she assembled a team of the best soccer players she could find, posing as a soccer coach at Bev High and, using an aggression chip she stole, made them play a game of soccer "to the end". Alex joined her team and became one of her pawns, but Sam and Clover were able to stop Bikham's plan and free Alex. Coach Bikham's name is a play on soccer player David Beckham.
The Inventor
An evil, anti-spy mad scientist and the inventor of SUDS (Single-minded Users Destroy Spies), which turns people into evil spy hunters called spy-sassins (a portmanteau of spy and assassin). In "Totally Busted!", he wanted to prove himself the greatest villain in the world by inventing SUDS, only to be stopped by the spies. Later in the episode, Mandy and her friends (as spy-sassins) busted him out of WOOHP prison and planned to sell an entire shipment of SUDS to the world in order to create an army of spy-sassins.
The Ice Cream Man
An ice cream man who appeared in "Evil Ice Cream Man Much?". His family had been making ice cream for four generations, but his business was about to be shut down because Beverly Hills teens didn't want his ice cream. He decided to get back at the fickle teens of Beverly Hills by developing an ice cream capable of freezing people solid, which he would then attempt to cover Beverly Hills with. However, his plan was foiled and he was frozen in his own creation.
Stacy
Stacy was apparently Sam's selfish, spoiled roommate who planned to abduct academic students and suck their minds directly into Stacy's mind in order to get good grades, such as Sam and Ling Yi (a Chinese girl who was absent from Sam's physics class due to being sucked into Stacy's machine). In "Evil Roommate", Sam and Stacy ended up in the same physics class. However, Stacy is jealous of Sam's academic success, such as when Stacy stormed out of Sam's physics class when Sam answered a question correctly before Stacy did. Initially, Clover and Alex do not believe Sam when she reveals that Stacy is evil. However, Clover and Alex believe Sam when they see Sam inside of Stacy's machine and free Sam and the other academic students from Stacy's machine when Stacy is defeated.
The Granny
An evil grandmother who was to be transported to WOOHP's highest security penitentiary. In "The Granny" (this episode is named after her), Sam, Clover, and Alex let themselves get manipulated by The Granny's sweet talk despite Jerry's warnings. Her sweet-yet-evil demeanor is similar to the demeanor of the Mother Mae-Eye character in Teen Titans.
Muffy Peprich
A one-time villainess who ran the short-lived Mali-U Sorority, Phi Epsilon Phi (PEP). She herself wanted to join a Sorority, but was rejected from every sorority she attempted to join. Angry, she formed her own Sorority on the Mali-U campus. She planned to use mind-control chips to brainwash her Sorority sisters to help her get back at Sororities by destroying every other Sorority in the world. Clover joined her Sorority, as did Mandy and Mindy, and both were pawns in her plan. The pawns rounded up other sorority girls to be subjected to Muffy's mind control device. She was ultimately beat by Sam and Alex. She dresses like a punk, contrasts to her peppy personality.
Unnamed Department Store Santa
A one-time villain who appeared in "Ho Ho Ho No". He was fed up with how selfish and materialistic the people of Beverly Hills were behaving around Christmas time, so he stole a weather machine and used it to bury Beverly Hills under snow. He was defeated by the spies.
Yves Mont Blanc
Yves Mont Blanc was apparently Clover's favourite shoe designer in "Evil G.L.A.D.I.S. Much?". In "Evil G.L.A.D.I.S. Much?", Clover bought a pair of Yves Mont Blanc boots for her Christmas present. In "Evil Shoe Designer", Yves Mont Blanc wanted to take revenge on the critics who slammed his latest line of shoes by humiliating them during their catwalk.
Virtual Stranger Villains
Three one-time villains (one of them is male, and the other two female) that appeared in the season 5 episode "Virtual Stranger". Though these particular villains were already secured in the WOOHP prison system long before the events of that episode took place, they were downloaded into Britney (resulting in her becoming possessed) as the result of an accident she had while she was doing her virtual training in that episode's opening. Because the villains were downloaded through a holographic device, the villains appeared interchangeable, and, as such, were a three-in-one villain that could shift between three different forms. Never the less, all three personalities of the virtual demon wanted revenge on the spies for them foiling whatever original schemes the real versions of the villains had. Oddly enough, each form attacks only a specific spy (explained in each villain's bio below), which may possibly imply that each villain was foiled by that particular spy. Also, all three have no more than two attacks each.
Neat Freak
A villain wielding a combi-stick-like weapon with retractable brush heads at each end. The weapon can shoot green sludge that cleans and is extremely slippery, and can also be twirled in front of him to create a gust of wind. His only weakness seems to be admiring how tidy some of the things he cleans or tidies are, especially when Sam tricked Neat Freak into letting her go by telling him that her hair is unwashed for five days and the fact that after he attacked Sam, he also clean and starched her laundry,
This form always attacks Sam; the first time of which, as explained above, was when she was taking laundry down to the laundry room in Mali-U.
His appearance makes it obvious he is a parody of Mr. Clean.
The Walking Tornado
A wind-themed villainess with the namesake ability to turn into a tornado, either for moving around or for assault. She can also exhale extremely strong winds through her mouth (not dissimilar to the Big Bad Wolf). Her suit (excluding her cape and emblem), strangely, resembles a spy suit in terms of both patterning and colouring schemes, albeit thick yellow lightning streaks separating two different colours (black and maya blue) instead of thin, straight lines separating two different shades of one colour. This probably hints that she was a former spy turned bad, though this is unknown.
This form always attacks Clover; the first time of which was when she was surfing in the ocean around Mali-U, where she was attacked by her in the form of a whirlpool. This might also imply that the Tornado has some extent of water-based powers.
Her appearance and abilities suggest she is a parody of Storm from X-Men
Man-Hands
A villainess with large, super-strong hands. The hands are large enough for both to cover a head together. Her belt can prove to be her undoing if it gets removed, which was proven by Alex.
This form always attacks Alex; the first time of which was when she was at a vending machine which had the villain inside it.
It is possible she is a parody of the Hulk, due to having sheer strength as well as using the Hulk's catchphrase by saying "Man-Hand's Smash!".
James
Sam's evil ex-boyfriend who tries to kidnap the president. He tricked Sam by letting her steal an invisibility formula which Sam thinks that James' father is planning to use it for evil. When they finally stole it, James showed his evilness and drank the invisibility formula and took off his clothes so he can become invisible. He was stopped when Alex bumped a helicopter that he was riding.
