ISO 39001

The ISO 39001 "Road Traffic Safety Management" is an upcoming ISO standard for a management system (similar to ISO 9000) for road traffic safety. The implementation of the standard is supposed to put the organizations that provide the system "road traffic" into the position to improve the traffic safety and to reduce by that the number of persons killed or injured in road traffic.

Since February 2008 the standard is worked on. In July 2010 the standard is in CD2 status (Committee Draft). It is under the responsibility of the ISO-Project Committee "ISO/PC 241". The publication of the ISO/DIS 39001 (Draft ISO Standard) is planned for the end of 2010. The publication as international standard (ISO) is planned for the end of 2011.

Scope and Background

This Standard is applicable to public and private organizations that interact with RTS through:

• the transportation of goods and people

• the operation of facilities that generate demand for transport

• personnel who are working in the road transport system

• the design, building, operation and maintenance of roads and streets

• the design and production of cars, trucks and other road vehicles including parts and equipment

• the provision of emergency medical assistance to crash victims and

• others

This International Standard is applicable to any organization that wishes to:

• establish, implement, maintain and improve an RTS management system

• assure itself of conformity with its stated RTS policy

• demonstrate conformity with this International Standard

The organization must have a process, that

• observes/evaluates the accident numbers, numbers of killed and injured persons ...

• provides a continuous improvement of the traffic safety

• observes and evaluates events, that stand in connection with the road traffic safety

Requirements

In section 5 "requirements" there is a list with "performance factors" that covers among other things following:


1. The safe planning, design, operation and use of the road network

• Road design and safe speed especially considering separation (on-coming traffic and vulnerable road users), side areas and intersection design

• Use of appropriate roads depending on vehicle type, user, type of cargo and equipment

• Use of personal safety equipment especially considering seat belts, child restraints, bicycle helmets, motorcycle helmets, and the means to see and be seen

• Safe driving speed also considering vehicle type, traffic and weather conditions and fitness of drivers especially considering fatigue, alcohol and drugs

• Safe journey planning including consideration of the need to travel, the amount and mode of travel and choice of route

2. The safe entry and exit of vehicles and road users to the road network

• Safe vehicles especially considering the level of occupant protection, protection of other road users (vulnerable as well as other vehicle occupants), crash avoidance, mitigation, road worthiness and securing of loads in and on the vehicle

3. The recovery and rehabilitation of crash victims from the road network

• Post crash first aid, preparedness to alert and post crash recovery and rehabilitation
