I can't seem to grasp what this article is really about. Limitation of what per country? What do those numbers signify?
Needs a better opening paragraph and maybe another title, IMHO.

In Belgium

This is true. The Belgiam Government passed laws in 2007 which took effect in 2008 limiting to six the number of children which a single donor can produce. This is a significant change since previously Belgian fertility clinics treated patients from all over Europe and they even imported donor sperm from other countries, often where local limits had been reached.
