In order to qualify for an encyclopedia article, a person must be "notable". Please read WP:BIO, the relevant notability guideline. If Evelyne Mpoudi Ngole satisfies the notability criteria, please add that information to the article. (Being the author of two books doesn't necessarily make somebody notable.) If you believe Evelyne Mpoudi Ngole is notable, based on secondary reliable sources, please let me know and I will restore the article.
Please note that the same notability standard applies to all people, regardless of where they live. If Evelyne Mpoudi Ngole is well-known in Cameroon, I believe you should be able to find reliable sources to help establish her notability.
