Viennese Whirls are English biscuits similar to shortbread or Empire Biscuits made with Flour. Butter.Sugar and vanilla essence. They are sandwich biscuits with a layer or buttercream and jam in the middle making them very sweet. Mr Kipling produces them as well as lesser known brands and supermarkets.
