Harburg is a Kreis (district) in the northern part of Lower Saxony, Germany. It is situated south of the Hamburg metropolitan area. Area 1245 km², population 234,200 (2001). The district's capital is Winsen.

Harburg is also the name of a southern quarter of Hamburg. It was a town itself, until it was suburbanised by Hamburg in 1937. Today the district of Harburg excludes the former town of Harburg, but it includes several suburbs of the Gamburg metropolitan area. In the south of the district there is the northwestern part of the Lueneburg Heath (Lüneburger Heide).
