Introduction
Tiger IT is a software company pioneering in the field of biometrics and identity management solutions in Bangladesh. The company is also globally recognized for its Automated Fingerprint Identification System (AFIS), which is certified by National Institute of Standards and Technology (NIST).
The company designs and develops complete end-to-end, customized identity management solutions for government agencies, corporate enterprises, healthcare agencies, service providers and universities to register, check aliases, authenticate, manage and maintain identities. Tiger IT is also a provider of pre-packaged and customized e-business solutions as well as strategic consultancy on identity management solutions. Based on scalability and extensibility, Tiger IT solutions are generally implemented for large scale applications that include:

Products
In 2009, Tiger IT’s fingerprint matching and extracting algorithms was ranked as number one in the Minutiae Interoperability Exchange (MINEX) test by NIST. These test results were released on October 27, 2009 and revealed that combination of the TigerAFIS enrollment template generator and the matcher showed False Non-Match Rate 0.06% at a fixed False Match Rate of 0.01% for two fingers, outperforming other vendors at the test[1]. At a False Match Rate of 0.01%, TigerAFIS' accuracy for a two-finger match was in the top three across all participants (47 SDKs) scoring a 99.9% True Match Rate in average in the largest NIST dataset.[2][3]
TigerAFIS also ranks among the top AFIS solutions for low effective error rate (EER) at the Fingerprint Verification Competition (ongoing). This test is conducted by the Biometric System Laboratory of the University of Bologna. [4]
Apart from AFIS, the company also develops biometrics information capturing solution. This product captures a person’s biometric (fingerprint, photo, iris, and signature) and alpha numeric information and utilizes algorithms to detect the quality of the data captured. It gives live feedback to operators during data capture to ensure proper quality standards are being met. The data currently meets several international standards governed by organizations such as ICAO, ISO, and ANSI, among others. The application is used to feed data into the database that the AFIS application can use to perform matching and detecting duplicates.
Tiger IT also provides a card management module as part of its end-to-end identity management solution. The card management application is mostly used for printing identity information from database to ID cards. The module is able to both print data on surface of the card and write information electronically in the smart card chips. It also comes with inventory management capabilities that enables tracking card stock and generating reports.
Another popular application developed by the company is its identification and verification module. This application can perform 1:1 or 1:N biometrics matching to verify identity against fingerprint data available on the database or from the ID card.
History
Tiger IT is a relatively young company that was established in September 2000 in Bangladesh. Its founder is Mr. Ziaur Rahman, a graduate of Bangladesh University of Engineering and Technology (BUET). He established Tiger IT to develop customized solutions for government agencies, corporate enterprises, healthcare agencies, service providers, and universities. The company currently has over ten years of experience in software development and has two offices located in Banani and Moghbazar area of Dhaka, Bangladesh.
Tiger IT did the Voter Registration and National ID project with the Government of Bangladesh. It was responsible for developing a full-featured end to end solution for people registration and authentication for the parliamentary election in December 2008. The 2008 election marked a turnout of over 80% voters. It was the first time that the citizens of Bangladesh used national ID cards with photographs. It involved enrolling over 80 million people and 320 million fingerprints in a duration of 11 months. There were more than 20,000 personnel, 500 ID management servers developed by Tiger IT, and over 8,000 laptop computers equipped with Tiger IT enrollment software. In effect, this project has eliminated 12.7 million fake voters.
In 2010, Tiger IT worked on the Machine Readable Passport (MRP) project for the Government of Nepal. The same year, Tiger IT delivered an AFIS for 100 million records with data-center hardware for Bangladesh Election Commission. The company has also worked in developing and deploying a new Voter Register System consisting of a Data Center, a Disaster Recovery System, and over 600 remote voter registrations throughout Bangladesh. The Voters Register system will store 100 million voters with their bio data, photo, 4 fingerprints and signature. The goal of the project was to implement strict quality control standards for biometrics information capturing. In 2011, Tiger IT has also won projects involving smart card based driving license for Bangladesh Road Transport Authority (BRTA), advanced criminal database for Rapid Action Battalion (RAB), and national ID for Cambodia’s government.
