Teabagging can have various meanings.

Teabagging as a sexual practice

As a sexual practice, "teabagging" refers to a man dipping his testicles into the mouth of his partner as a form of oral sex; thus his partner was "teabagged", as the practice vaguely resembles dipping a teabag in a cup of water. Sometimes teabagging is taken to specifically mean the act of a male stripper repeatedly tapping and grinding his testicles into a patron's forehead. In this case the patron was "teabagged."

Teabagging first entered pop culture in John Waters' cult film Pecker (as an act - the forehead variety of teabagging - banned in a particular male strip club). Waters discovered the practice at a Baltimore bar called the Atlantis. He also claims it has since been superseded by the related act of helicoptering, "where they whap-whap you in the face with their hard-on" [1]. The term was more recently seen on the television series Sex and the City and appeared again in the film Soul Plane, included in a list of sexual acts and later defined. It also appears in America (The Book) by the staff of The Daily Show and has been referenced on the television show by its host, Jon Stewart. It also appears as a kind of teenage party hoax in the movie In My Father's Den and in Brandon Vaughn's common acts of degradation DVD. It is featured in the HBO series Curb Your Enthusiasm (season 1, episode 3). Finally, on July 30th 2002, the term was used several times on the air during a serious newscast when Captain Janks made a crank call. Also referenced in a dialog between David Cross and Michael Cera in an episode of Arrested Development (Dec, 2005).

A variant known as a roman helmet involves laying the penis along the person's nose while placing the testicles on their eyes, somewhat resembling the helmet of a Roman legionary. This can also be referred to as a gonzo in reference to the Muppet character Gonzo, who has a long, phallic nose.

Teabagging as a prank

As a prank, teabagging can refer to the repeated dunking of a person restrained inside a bag into water. This is a common boys' boarding school prank. It should be noted that this predates any known usage of the term below.

Teabagging can also refer to a man placing his testicles on an object as a practical joke. This is sometimes known as cat-braining, after the appearance of the scrotum; an alternate term is hanging brain, a term also used as a level name in the computer game Marathon Infinity.

Teabagging as sexual assault

The sexual assualt of teabagging occurs when a victim, who is either sleeping, unconscious, being held down by others or has been duct taped, has a man's testicles placed in physical contact with any part of the victim's body, on the victim's face, or in the victim's mouth.

Teabagging a person in this manner, forcibly or without their consent (either by virtue of the victim being asleep, unconscious, excessively drunk, or not legally able to give consent due to age or mental illness) is sexual assualt. Sexual assault (or in some jurisdictions, aggravated sexual assualt) is a felony criminal offense, usually punishable by years of imprisonment and life-time compulsory sex offender registration.

Photographs are sometimes taken of this crime by the perpetrator(s), unaware of the criminal nature of the act and thinking that a photograph would further humiliate the victim. These photographs can become damning evidence during criminal prosecutions of the offense.

Also, this practice can potentially backfire if a sleeping or unconscious victim unexpectedly wakes up and clenches down upon the testicles resulting in a painful shock or injury to the perpetrator.

"Teabagging" can also be considered a form of sexual harassment, much like rape. However, cases and actual police reports with descriptions of "teabagging" are uncommon - however, in many colleges and universities it is considered a form of hazing.

Video games

The emulation or imitation of teabagging has become a common practice in many online multiplayer video games. The ability to make a character crouch has made this practice a rather common way for players to taunt and humiliate their opponents after a kill. The player will move their character on top of the victim's corpse and crouch on top of its head, sometimes repeatedly moving up and down. While it is most common in first person shooters, this practice has also appeared in some other videogame genres such as MMORPGs.

Teabagging In Sport

In basketball, a player is said to be 'teabagged' when another player dunks on top of him. The most famous teabagging incident in basketball was during the 2000 Summer Olympics in Sydney, Australia when Vince Carter teabagged the French center, Frédéric Weis.

Wine

Makers of cheap mass produced wine, especially Chardonnay, find that allowing the wine to mature in oak barrels to give it the oakey woody taste is expensive. Instead the wine is put into huge tanks and large bundles of oak chips are dunked in the tank - a practice known as tea bagging.
