A referendum on the amendments to the Constitution of Georgia was called by the then-President of Georgia Eduard Shevardnadze to be held on the same day of the parliamentary elections, November 2, 2003. The changes proposed aimed at the reduction of the number of seats in the next Parliament of Georgia from 235 to 150.

The result of the vote was to reduce the number of the parliamentary seats. The changes were first implemented following the Georgian legislative election, 2008.
