PhD?

The article claims he has a PhD from Berkeley. This is doubtful given 1) A search in Berkeley's catalog shows NO dissertation for any Saenz, which is where ALL Berkeley dissertatons are supposed to be and 2) there is NO English dissertation from Berkeley by anyone with the name Saenz from UMI, which is where ALL dissertations in North America get recorded.

As for the claim that he worked at Texas A & M University, there is no record in google scholar of anyone with the last name Saenz working at any Texas university. That is extremely telling because professors publish under their name and university. There is nothing to support his employment.

Furthermore, there is NO record of any academic work under the name Ralph Saenz.

By the way, the source for the PhD claim doesn't even get Berkeley's formal name correct.

Hence, given the following issues it is safe to concluded that the claims about Saenz's education are false.
