It's fairly straightforward, when a user gets blocked for vandalising wikipedia or for one of the other blocking reasons either the IP address gets blocked directly, or autoblocked. Library computers etc. frequently have this happen as some people decide they want to try and damage wikipedia rather than improve it and they like the anonymity of using a public terminal. License tagging for Image:Mazhai.jpg

Thanks for uploading Image:Mazhai.jpg.
