Ahmadi population in Pakistan

Until at least the 14th August 2010 the Foreign Office of Germany had a neutral point of view about Ahmadis and stated, there were about 4 million Ahmadis in Pakistan. They changed their view at least from 1st august 2011 to one million and stated, Ahmadis were Non-Muslim. The only possible reason is, that they changed the neutral view and took the view of radical orthodox.
