Atos S.A. (wordmark styled as AtoS (Atos to Siemens)) or simply Atos, is a French multinational IT services and consulting corporation headquartered in Bezons, France. Atos provides and delivers consulting and technology services, high technology transactional services, as well as managed services and systems integration to numerous clients globally.
The company was formed in 1997 through a merger of two French IT companies; and combined with the Dutch-based company Origin B.V. in 2000, becoming Atos Origin.[1] It subsequently acquired KPMG Consulting (2002) and SchlumbergerSema (2004). In 2010 Atos Origin announced the buyout of Siemens IT Solutions and Services,[2] finalized its acquisition in July 2011[3] and consequently reverted the company name back to Atos.[4][5]
Atos is quoted on the Paris Eurolist Market. It operates under the brands Atos, Atos Consulting & Technology Services, Atos Worldline and Atos Worldgrid.[6][7] Atos is a management consultancy, outsourcing and IT services and solutions company.[8]
Atos is currently #8 in the Worldwide IT services market; and #2 in the European market, behind only IBM.[1][9] It operates in 48 countries globally, with 74,000 employees. The company is listed on Euronext Paris and a constituent of the CAC Mid 60 stock market index. Atos has been the Worldwide IT Partner for the Olympic Games since 2001. It is a major sponsor of the Olympic and Paralympic Games.
Atos Healthcare, a division of Atos operating in the UK, has attracted sustained criticism from many quarters for its management of the Work Capability Assessment for the UK's Department of Work and Pensions, and particularly for its insensitive treatment of disabled people and the manner in which the work assessments are conducted.[10][11]
History

Atos Origin was formed in October 2000 following a merger between the French company Atos and Origin B.V. from the Netherlands. Prior to that, both companies were the creation of other smaller mergers and acquisitions starting from around 1976. In 1996, Origin B.V. was created after a merger of the Dutch company BSO and the Philips C&P (Communications & Processing) division, while a year later in 1997, Atos was created following a merger of the French companies Axime and Sligos.[12] The next five years saw considerable further growth and changes for the company. In 2001, Atos Origin sold its Nordic operations to WM-data. In 2002, it made a major acquisition by buying KPMG Consulting in the United Kingdom and in the Netherlands. Then in 2004, it acquired SchlumbergerSema, the IT service division of Schlumberger and took over the infrastructure division of ITELLIUM, a subsidiary of KarstadtQuelle.[13]
At the same time (2004), the company underwent some major organisational changes with the creation of a new subsidiary, Atos Worldline, and the renaming of its consulting activities as Atos Consulting. Also in 2004, Atos Origin Australia, originating from Philips, was sold to Fujitsu. In 2005, Atos Origin sold its activities in the Nordic region, which had become part of the company with the acquisition of Sema Group, to WM-data[14] while in 2006, Atos Origin sold its operations in the Middle East to local management.
In October 2007, Philippe Germond replaced the long-time CEO Bernard Bourigeaud as CEO. But a period of instability followed as two large shareholders, the hedge funds Centaurus Capital and Pardus Capital, tried to gain control over the company’s future strategy via the supervisory board.[15] However, in November 2008 the boardroom battle came to an end when Thierry Breton replaced Philippe Germond as chairman and CEO.[15]
In August 2010 Atos Origin acquired Venture Infotek, a leading player in the Indian payment market. Created in 1991, Venture Infotek operates in merchant acquiring, card processing, loyalty programs, government benefits programs and ATM management on behalf of the Indian Banks and major retailers. Venture Infotek operates in the major cities of India. Atos Origin has been attracted by the entrepreneurial spirit of Venture Infotek, by the quality of its technological platforms and by the portfolio of its existing customers.
In December 2010 Atos Origin agreed to acquire the IT Solutions and Services subsidiary of Siemens for €850 million. As a result of the purchase Atos expects to raise its sales to between €9-10 billion and its operating margin to 7-8% by the year 2013.[16] As part of the transaction, Siemens agreed to take a 15% stake in the enlarged Atos, to be held for a minimum of five years.[16] In addition, Siemens concluded a seven-year outsourcing contract worth around €5.5 billion, under which Atos will provide managed services and systems integration to Siemens.
The company dropped the "Origin" suffix of its name in July 2011 after completing its acquisition of the Siemens unit. [17]

Atos has been the official IT Partner for the Olympic Games from 2001[22][23] until 2016, delivering information technology.
Atos are one of 11 major sponsors for the Olympic Games since 2001.[24] Atos were major sponsors of the 2012 Paralympic Games in London. They faced criticism for supporting disability sports whilst at the same time Atos Healthcare were attracting formal complaints for their role in managing the UK Department of Work and Pensions' Work Capability Assessments (WCA's).[25]
Corporate Responsibility
This section about corporate responsibility relies excessively on references to primary sources. (August 2012) |
In 2009, Atos joined the Global Reporting Initiative(GRI). The Global Reporting Initiative is a worldwide standard for reporting on corporate responsibility.
In 2010, the Group produced its first corporate responsibility report according to the GRI guidelines which was rated Application Level B+ in accordance with the GRI reporting criteria.[26]
In 2011, Atos' second Corporate Responsibility report was rated Level A+ in line with the guidelines from the Global Reporting Initiative (GRI). A+ is the highest level qualification from the GRI requiring entire management disclosure on sustainability performance standards and assurance by a third external party.[27]
In 2012, Atos was present for the third consecutive year at the 'Global Conference" that takes place in Evian, France. [28] Here Atos reaffirmed its commitments to sustainability and corporate responsibility, and took the opportunity to present its collaborative solutions, and its recent partnership with AOS Studley to promote smart campuses. [29]
Atos is included in the FTSE4Good Index and the ASPI Eurozone indices in recognition of its leading environmental and social practices.[30]
In December 2012 Atos and a French company, Bolloré Group, launched MyCar, the first 100% electric corporate car fleet powered by solar panels. Produced by the Bolloré Group, these electric Atos branded cars are fed by photovoltaic panels that are installed at Atos headquarters in the Paris region. [31]
Scientific Community
In 2010, Thierry Breton, Chairman and CEO of Atos, launched a Scientific Community. This is a network of some 90 members, representing a mix of all skills and backgrounds, and coming from all geographies where Atos operates.
Its aim is to help Atos to create a vision regarding upcoming technology disruptions and the new challenges facing the IT industry. Scientific Community members have written a number of whitepapers[32] and vision documents on innovative technologies and thought leadership.[33]
Zero Email
Atos’ Zero Email initiative comes in response to the challenges organizations face as a result of the continuing explosion in data and seeks to find a better way to communicate and collaborate.[34] The announcement from CEO Thierry Breton on February 7, 2011, has generated a heated debate about its presumed benefits and feasibility.[35][36][37]
In turn, Atos has emphasized that its desire is actually to reduce internal emails to zero and concentrated on acquiring the expertise required to implement such an approach, such as with the acquisition of the small, French provider of SaaS-based online community solutions, blueKiwi.[38][39] blueKiwi’s technology is designed to support online communities both inside and outside the organisation, but most of the company’s customers use it for internal collaboration.[40] In November 2012, Atos announced the release of blueKiwi ZEN as part of its SaaS enterprise social software.[41] According to Computer World UK,[42] ZEN is provided out of Atos’ cloud infrastructure platform dubbed Canopy and includes new collaboration capabilities and native mobile applications for iOS, Android, and BlackBerry. Atos has said that it will roll out ZEN globally to transform its business into a "social organisation", which it hopes will provide a better work–life balance for employees.
Atos UK
Data loss
In late 2008, Atos Origin was one subject of a government enquiry after it attracted comment from British Prime Minister Gordon Brown, who said that the company would have "to explain itself" after a memory stick with passwords and user names for an important government computer system was found in the car park of a public house.[43] The Department of Work and Pensions, responsible for the contract that had given Atos Origin access to the sensitive data in question, later asserted that the memory stick had only held the data of a handful of people, and that all of their password information was encrypted.[citation needed]
UK Border Agency IT
In June 2012 the CEO of the UK Border Agency revealed that Atos was responsible for major disruptions in the Agency's IT systems over the previous months, causing significant delays and hardship for those applying for in-country visas.[44]
Atos Healthcare
Atos Healthcare, a division of Atos providing consulting in the UK health sector, employs over 3,000 people. Of that number, it claims that, "around two thirds" are "medical professionals",[45] but additionally that fewer than half (1404) are, "healthcare professionals";[46] it additionally claims to "employ the largest number of doctors outside of the NHS."[45] Its most prominent business process outsourcing contract is with the Department for Work and Pensions, under which it "conduct[s] disability assessments for people claiming a range of disability benefits including Employment Support Allowance, Incapacity Benefit, Disability Living Allowance and Industrial Injuries Disablement Benefit."[47] Initially awarded to Schlumberger's Sema Group (subsequently purchased by Atos) in 1998, the contract was renewed for a further five years in March 2005.[48] The contract with the DWP was believed to be worth £400 million to Atos.[25]
The company also provides occupational healthcare at over 150 centres in the UK.[49]
Atos Healthcare in May 2010 was awarded a contract by Northampton General Hospital NHS Trust to deliver a means of accurately and efficiently forecast resource requirements and in-patient demands.[50]
However, the controversy surrounding Atos Healthcare threatens to overshadow the company's achievements as the brand has become identified with accusations of bad practice in recent years. In 2012, the furore surrounding Atos Healthcare in the UK grew stronger and more pronounced, even as Atos denied the allegations.[51] MP's debated Atos Healthcare and the work capability assessment in Westminster Hall on September 4, 2012.[52]
Atos Healthcare, a division of Atos operating in the UK, has attracted sustained and bitter criticism from many quarters for its management of the Work Capability Assessment for the UK's Department of Work and Pensions, and particularly for its insensitive treatment of disabled people and the manner in which the work assessments are conducted.[10][11] MP's debated Atos Healthcare and the work capability assessment in Westminster Hall on September 4, 2012.[53]
Controversy over disability benefit assessments

The performance of Atos Healthcare in the UK in respect of Work Capability Assessment (WCA) has been criticised by the Commons Select Committee for Work and Pensions,[54] by individual MPs[55] . It is also frequently criticised by the press, as well as by advocacy groups such as the Citizens Advice Bureau,[56] disabled people's organisations and individual disabled people.[25] Professor Paul Gregg, one of the designers of Employment and Support Allowance (ESA), has stated that the WCA is "badly malfunctioning", concluding that, "the current assessment is a complete mess."[57] Professor Malcolm Harrington, asked by the Government to carry out the independent review of the WCA, concluded in 2012 that there were "certainly areas where it's still not working."[58]
The Department of Work and Pensions (DWP), with responsibility for ESA decision-making, was reported in 2011 to have by far the highest number of decisions overturned at appeal of any UK Department of State.[59] According to the Department of Work and Pensions' own statistics, approximately 38% of all appeals against ESA eligibility decisions are successful (rising to approximately 70% when advocacy groups are involved). This equates to around 9% of all ESA decisions.[60]
In 2012 43 complaints were being investigated against Atos doctors and nurses, by the General Medical Council or Nursing & Midwifery Council.[25]
Particular criticism has been directed at Atos over the ability of its staff to deal with complex mental health issues and patients with varying conditions.[61] Doctors receive eight days of training in disability before being allowed to assess patients and nurses receive a seventeen day training course accredited by the University of Derby.[61] In August 2012, Atos Healthcare claimed they had appointed 60 Mental Function Champions to provide additional training.[25]
A very common complaint is the refusal of the assessors to make eye contact,[61] . Assessors have found patients with terminal cancer or severe multiple sclerosis to be fit for work.[57].
In response to grassroots campaigning against them by disabled people and groups, Atos has recently threatened several websites with legal action, alleging libel and misuse of the company's logo.[62] Since January 2011, there have been numerous demonstrations against Atos in the UK by disabled people and their allies[citation needed], including the occupation of Atos offices in Glasgow and Cambridge[citation needed] and the picketing of other Atos facilities, notably the corporate HQ in London.[63] Recruitment days for medical staff have also been targeted with disabled demonstrators attempting to draw the attention of potential assessors to the nature of the treatment they have received from the company.[64]
In an article for the BMJ, a doctor attended an Atos recruitment seminar and then detailed her experience. She concluded that she did not feel it was possible for a doctor to work as an Atos assessor and simultaneously adhere to their professional responsibility to place the needs of the patient first at all times.[61] In response to a comment by a reader of the article that Atos doctors did not owe claimants their normal duty of care,[65] the Standards and Fitness to Practise Directorate of the General Medical Council issued guidance[66] that Atos assessments are indeed a doctor-patient interaction and that doctors have to make the interests of their patients their first concern at all times, closing the guidance with a reminder that "Being open and honest and acting with integrity is also an essential part of medical professionalism."
In March 2012 a protest was held as a result of lack of wheelchair accessibility to Atos assessment offices.[67]
On 4 April 2012, the Advertising Standards Authority upheld a complaint brought against Atos regarding inaccuracies on the Atos Healthcare website. It held that its claims to, "process over 1.2 million referrals for medical advice completing over 800,000 face-to-face medical assessments", and to employ, "1700+ healthcare professionals", were misleading, breaching three rules.[68] Private Eye magazine claims in issue 1312 (20 April - 3 May 2012) that, as they went to press, Atos was yet to comply with the ruling.
On 12 April 2012, the website Liberal Conspiracy reported that two doctors who work for Atos had raised concerns over the company's "recent" requirement for them to acknowledge obligations pertaining to the Official Secrets Act.[69] In a follow-up article in The Guardian newspaper, the doctors are reported as believing that, "signing the document would hinder people in the organisation from blowing the whistle on patient safety and issues around whether medical assessments were being carried out appropriately".[70]
A BBC 2 Panorama programme on 30 July 2012 alleged that very sick people were sent back to work, where they may die from their illness shortly afterwards. [1]
In 2011 disability campaign groups had called for a boycott of the 2012 Paralympic Games due to Atos's position as a worldwide partner of the Olympic and Paralympic Games.[71] During the first week of the Paralympics in the summer of 2012, activists and disabled people targeted Atos in a series of nationwide protests.[72] This culminated on Friday 31 August with a demonstration outside ATOS headquarters in Triton Square, London which ended in a confrontation with the police.[73]
