This is the unicode character (U+1F4AE) of a White Flower, a symbol used in Japan by school teachers to denote "brilliant homework" (花丸).[1] It is one of 722 Emoji characters included as part of the expanded Unicode 6.0 standard. The unicode 6.0 tables show this character rendered as an empty white flower form while Apple's Emoji renders in red with additional characters inside.
