I believe just Seattle. This is because the actual Wikipedia article for Seattle is just "Seattle", not "Seattle, Washington". Did you know that {{infobox building}} has its own "embedded" parameter to put {{designation list}} in, just like {{infobox park}}?[1] Or are you thinking that we should change the layout of infobox building so the embedded is moved from the bottom to the top?
