Gibraltar DYK questions

In answer to your questions: honestly, I can't answer them. I haven't kept myself up to date with the situation with Gibraltarpedia, so I'm not sure whether or not it's still a problem and what kind of conditions would be appropriate. My initial instinct, though - if there was another RFC tomorrow - would be to take the same position, unless someone could demonstrate that the problem has been satisfactorily resolved.
