Three quarter pants, pedal pushers, shants, shpants, clam diggers, flood pants, jams, highwaters or culottes are pants that are longer than shorts but are not as long as trousers. They typically come down to between knee and calf or ankle length. They are arguably not long shorts, but short trousers. Also known as shants (from 'shorts' + 'pants') or shankles ('shorts' + 'ankles').

Highwaters have recently become popular among skateboarders.
