The District of Samastipur (समस्तीपुर) was carved out of the erstwhile District of Darbhanga on 14 November 1972. The District administration is divided into four Sub-Divisions; 1) Samastipur, 2) Rosera, 3) Dalsinghsarai and 4) Patauri. Samastipur district has, three Nagar Parishads (city councils), three hundred eighty one Village Panchayats (village councils) of one thousand two hundred and fifty six revenue Villages and twenty Community Development Blocks.[1]
Location
Samastipur District is located in East of Vaishali and Muzaffarpur District, South of Darbhanga District, West of Saharsa and Khagaria District and North of Begusarai District of Bihar, India. Geographically, Samastipur is located in 25 degrees 5 minutes, 35 seconds North to 85 degree 46 minutes and 56 seconds East.[2]
The District headquarter of Samastipur is situated at; 87 Kilometers from Patna (104 minutes driving distance), 68 Kilometers from Hajipur (73 minutes driving distance), 42 Kilometers from Darbhanga (45 minutes driving distance), 56 Kilometers from Muzaffarpur (60 minutes driving distance), 73 Kilometers from Begusarai (75 minutes driving distance), 133 Kilometers from Ranchi (150 minutes driving distance) and 1,038 Kilometers from New Delhi (940 minutes driving distance).[3] The nearest Airport, Lok Nayak Jayaprakash Narayan International Airport, Patna, is 91 Kilometers from Samastipur.
Demographics
As of 2011[update] census,[4] Samastipur had a population of 4,254,782 in which Males constitute 52.4% of the population and females 47.6%. Samastipur has an average literacy rate of 74%, equal to the national average of 74.04%. Male literacy is at 78%, and Female literacy is at 69%. Its 14% of the population is under 6 years of age and interestingly 40% of the population belong to a particular backward community, namely kushwaha community.[citation needed]

- The Kisan leader and freedom fighter Pandit Yamuna Karjee was a resident of Pusa, Samastipur and is associated with Swami Sahajanand Saraswati in the Kisan Movement during the Indian freedom struggle and Prafulla Chaki.

Temples
The main festival of the district is Chhat, Hanuman Jayanti, Eid, Mohrram, Durga pooja, Diwali and Saraswati pooja. Old Kali Mandi near river, Thaneshwar Temple is a very famous temple of Lord Shiva, and is situated at the heart of the city. Samastipur situated at bank of Budhi Gandak. Samastipur is also known for Hindu Muslim Unity demonstrated in Khudni Bibi's Makbara. This Makbara is situated inside the temple of Shiva near the Morba Village, near the national Highway. Hindu as well as Muslims treat this place as very holy place. Thaneshwar temple is situated in the heart of the town. The name derived from the Thana(police station) and ishwar (God) i.e. Thaneshwar Mandir. It consists Shiv Mandir, Ram Mandir, Ganesh Mandir, Hanuman Mandir, Shani Mandir and Kali Mandir. This place is also use for marriage purposes. Another place for worship is Mannipur which is near Jitwarpur. Shankat Mochan Mandir is a 3 storey temple on Samastipur-Rosera road 6 km from city.

Aaradhana Ghar: Pentecostal Church was established in 1943 by American Missionaries- Sister Katherine Cooke, Sister Mollie B. and Sister Steffen. Church Led by Pastor Sham Lal(Up to1958), Pastor Moti Lal ( Up to 1989), Rev. Lalit Paul ( 1989 to till now). Its roots in the "Assemblies of God- USA", but entirely self-propagating and self-supporting Church. Situated at Church Road, 12 Patthar, Magardahi, Samastipur.
Economy
Samastipur is an administrative center for the East Central Railway [5] There are several industries and small-scale industries which include two Sugar factories,one Paper mill,one Jute mill (Rameshwar Jute Mill) There are two sugar factories in Samastipur, one in town near Magardahi Ghat and the second one in Hasanpur. Major population earn livelihood through agriculture and its allied agricultural businesses.
Culture
The main festivals of the district are Eid, Chatth parv, Durga Pooja, Holi, Deepavali, Saraswati Pooja, Makarsakranti, Vishwakrma puja, Hanuman Jayanti, and Mohrram. Chhath festival is celebrated at Budhi Gandak ghat, as well as Baliram Bhagat college premise along with other places. Another important place for worship is Chhatneshwar Durgasthan, Kalimandir, Shivmandir and Mannipur which is near Mathurapurghat in Warisnagar block. Khatu Shyam Mandir in the Samastipur market, also attracts fair amount of devotees. Navratra festival at Khatu shyam mandir is very famous. Rewari which is 16 km (9.9 mi) East from Samastipur is dedicated to Lord Shiva, Goddess Parvati, Lord Ganesh, Nandi and Thakurji.

Samastipur has fairly good number of educational institutions of both government and private sectors of management and administration. Rajendra Agriculture University[6] was established in Pusa, Samastipur, on July 4, 1903 as first ever Imperial Agricultural Institute in India. Most of the colleges of higher education are affiliated to Lalit Narayan Mithila University, Darbhanga (a State University) which makes it evident that Samastipur as a District does not have University for general and professional education except Rajendra Agricultural University, Pusa, Samastipur.

The Samastipur College was established in the Samastipur district of Bihar in 1947. It was accorded in 1975 the status of a constituent unit of L.N.Mithila University, Kameshwar Nagar, Darbhanga, Bihar. It was recognized by UGC under the sections 2(f) and 12 B in November 1976. The University Grants Commission has also conferred the status of College with “ Potential for Excellence” to this College in 2010.The State Government permitted this College to run Postgraduate courses from the session 1983-85. The College has campus area of 15 acres. The College provides 35 programmes of which 16 are in undergraduate (UG), 11 in postgraduate (PG) , 1 vocational course in Biotechnology at Undergraduate level and 7 Career oriented course under dual degree system. The Arts faculty has the departments of English, Hindi, Urdu, Sanskrit, Maithili, History, Economics, Philosophy, Political Science and psychology. This college provides opportunity to study under UGC special courses program; Environmental Management,Bio-Medical Waste Management,Healthcare Management through Yoga,Marketing Management of Cash Crops,Computer Data Care Management,Library Information Science,Certificate Course in Human Rights.[8]

Samastipur Law College was established in 1978. It provides undergraduate law program which is affiliated to L. N. Mithila University, Darbhanga. The College is approved by Bar Council of India, New Delhi. It offers three-year undergraduate program in the field of law.

Ram Nirikshan Atma Ram College
Ram Nirikshan Atma Ram College was established in 1969 by freedom fighter Pandit Ram Nirikshan Singh and later well supported Pandit Atma Ram Mishra. The college offers two Undergraduate programs as Bachelor of Arts and Bachelor of Science as Honours degree. There are eleven departments in Arts section (English, Hindi, Maithili, Sanskrit, Urdu, Economics, Geography, History, Philosophy, Political Science & Psychology) and five departments in Science Section (Physics, Chemistry, Mathematics, Botany & Zoology). Narhan Estate
As an ancient place, Narhan( नरहन ) was a capital of Dronwar kingdom led Narhan Estate. This kingdom had made many Forts, temples and Bridges. Ramgadh Durga Mandir is a famous temple of Dronwar Kingdom. Narhan is beside Budhi Gandak river. This small town has many schools, college, Hospital, Bank, ATM, Power House etc. Alok sangh is a famous pustakalaya in the heart of town. In the eve of Dushera people around the town come and celebrate Durga Mela. Chhath puja, Nag-panchmi, Ram-nawmi, Kali puja is also famous in this town. Narhan is 28 km from District headquarters. Direct and regular bus service for Patna, Samastipur, Begusarai, Dalsinghsarai.
Mordiwa
Mordiwa is a panchayat in samastipur block 7 km from district headquarters. It is well known village/panchyat. Newly rebuilt beautiful 'Thakurbari' is getting quite a number of visitors. thakurbari also built 12 bedded primary care Hospital, Sanskrit college(will be started shortly). also provided land for a Primary School,Petrol pump etc. Plan to open district's first & Mithilanchal's second Medical college is under process.
Morwara
Morwara village is situated 0.5 km beside DBSR Road (Darbhanga-Baheri-Singhia-Rosera Road)40 km from Darbhanga and 21 km from Rosera. Its height from sea-level is about 35 m in the plain of river Ganga. Annual rainfall is about 200 cm. Population is about 30000. Literacy is around 95%. Morwara is known for the Chilwara Chaur (Lake)and its Lotus flowers. This chaur is also known for the various types of fishes which are the source of income and nutrition also for the local people. There are four big ponds in this village. shiv mandir, Satsang Bhawan, Hanumaan Mandir and Morwara chouk are also the place of interest. This village is also known for Chitragupt Puja celebrated by the Kayastha community every year. A feast is organized at the end of the Pooja in which all the people of Kayastha Community participate. Bhaat are also fed in the feast.
Kharahia
Kharahia village is situated 9 km from Rosera ghat Railway station. It is a well-known village in the district as "Mini Kolkata" because huge production of chilli as commercial crop. This village is also famous for hard-working farmers with modern technology.
Pitaunjia
Pitaunjia, now known as karpoorigram is birthplace of Bihar ex-chief minister Karpoori Thakur.
Vidyapati Nagar
The place, situated near Dalsinghsarai block near the bank of River Ganges, is named after the most revered Maithili poet Vidyapati. It is believed to be the place where the renowned Poet breathed his last in search of Lord Shiva. As the myth goes, Lord Shiva was associated with him since long in the guise of his servant named Ugna. It is said that he wanted to breath his last at the banks of Ganges and was travelling towards it. But due to his failing health, he was not able to reach the banks of Ganges and so the river changed its course to research..
Pusa
Pusa block is world famous for Rajendra Agricultural University. Pusa is named after Mr. Henry Phipps from USA who donated money to establish agricultural research institute. In 1934, after a major earthquake rocked Bihar and which severely damage the main buildings, the Imperial Institute was shifted to the new Pusa campus in New Delhi and that eventually became Indian Agricultural Research Institute. What remained was downgraded to an agricultural research station until December 3, 1970, when the government of Bihar established Rajendra Agricultural University.[13]
Pusa was also the residence of Pandit Yamuna Karjee, the famous freedom fighter and Kisan leader. In Pusa number of educational institutes are situated like Rajendra Agriculture University, Central school, Campus Public School, Rajendra Sishu Sadan, Government High School, Uma panday College, Barmh Dev Ray College, Girls High school, Green Wood Public School, Green Vally School,C S Public School etc.
Mahamada
Mahamada is a most developed village in pusa block and just situated at the bank of Budhi Gandak river. It is the most educated village in pusa block and very famous Litchi and Mango. Pusa bus stand is also situated in mahamada region.
Basuari
The Village is Situated 1 km from Pusa& About 21 km From District Head Quarters( Samstipur),The Nearest railway station is Pusa Road, Dubha & Dholi. This village is well connected by Road way and rail to the capital and nearest district head quarters like muzaffarpur, Dharbanga, madhubani and begusarai .In this village all the basic facilities are available like Hospital, School, Library,Anganwari kendra for under five year child's.

Kariyan
About 16 km northeast of the Rosera ghat railway station of the Northeastern Railway the modern village of Karian is situated on a mound, 20-ft high from the surrounding ground level and about 96 acres in area. Local traditions associate this village to be the birthplace of Udayanacharya, a Maithil Brahmin and great philosopher of ancient times who is also supposed to be an incarnation of Lord Vishnu. Extensive excavations have revealed at this village antiques of as back as of 2nd century BC and afterwards from 6th century AD to post 1200 AD.
Malinagar
The village, situated about 35 km southwest of Laheriasarai of Darbhanga district, contains an old Shiva temple that was built in 1844. The height of Shiva Lingam is almost 5 feet. A fair is held here every year on the eve of Ramnavami.
Deopar
Deopar village is situated right next to the PUSA Agriculture University and is about 30 km from Muzaffarpur. Deopar is the birthplace of the famous freedom fighter from Bihar- Pandit Yamuna Karjee.
Mangalgarh
It is situated at a distance of 14 km from Hasanpur block of Samastipur near Dudhpura. Dudhpura is the nickname of ancient Budhpura, named after Lord Buddha who preached Buddhism there. He stayed there at the request of King Mangaldeo. Remains of his fort have been discovered here.
Dudhpura
It is famous for an old Shiva temple in Bibhutipur village situated about 15 km from Narhan Railway station. There is also a magnificent old Building of Narhan Estate, which has been very prominent in this area since the Mughal period. One Jageshwari Devi, daughter of Bhaw Mishra, the Vaidya of Narhan Estate, as it is said, constructed the temple. A big place near Dudhpura is Geeta Deodha village. It is situated 3 km east from Dudhpura. There is a big name Dath is also near Dudhpura.

It is situated 8 km from Samastipur main town on NH28. This place is very famous for its Muharram and Durga Puja Celebration.
Dalsingsarai
Dalsingsarai is a sub-division of Samastipur district, connected by NH-28 (Guwahati-Raxaul) & main railway line East Central Railway (Barauni-Samastipur) passing through town.
Bakhri Buzurg
It is situated at a distance of about 500 meters from Musrighrari main market beside of NH 28. Bakhri Buzurg is rich in agriculture, because of its fertile plain. Tobacco, maize, rice and wheat are the main crops.

Malti is situated about 6 km south east of main town Samastipur. This is one of the progressive villages in this district, where people depend mainly on agriculture.
Tiswar (Sarairanjan)
Tiswara is the oldest village of the Mithilanchal area. This village is situated on the bank of the Yamuari River.

Khalispur is a village in Sarairanjan block.This village is situated on NH 103. Backside of this village has Yamuari river. This village has a dominating Bhumihar population.Most people of this village are farmer and they cultivate tobacco,maze,potato,mustard etc. cash crops.

Surauli (Bibhutipur)
This village is situated about 15 km from Dalsinghsarai(NH 28), 4 km from Narhan and about 30 km from samastipur main Town . This is famous for Saraswati puja. This festival is celebrated for three day's.This village is situated on the bank on Baiti river.It is bonded by Banhaiti to its north,Damodarpur to the south,Shahpur to the East and tabhka to the West.
Tabhaka (Bibhutipur)
This village is situated on bank of Benti river and 7 kilometer east from Dalsingsarai(NH 28) on Dalsingsarai-surauli main road. This village is too big that it has 6 gram panchayat. This is famous for agriculture, durga pooja and for its social unity.
Samartha kalyanpur It is a village situated on the bank of river Benti and is 9 km east from Dalsingsarai. One of the most famous school of Samastipur district is situated in this village whose three principals have won Rashtrapati award.
Haripur badheta
Haripur badheta is a village in sarairanjan block. This is situated 18 km from samastipur district head-quarter. It is well known village in the sarairanjan block for Hindu-Muslim unity. In this village all the basic facilities like school,transports, electricity,anganwari kendra for under five year child's etc.The main festivel of the village are chhat, holi, diwali. saraswatipuja durgapuja (at baramasthan/sadhubaba asthan).eid,muharrm.
