The Group III tournament was held in two locations. Eight teems met January 22-26, in Dakar, Senegal (hard courts), and eight others met May 21-25 in Plovdiv, Bulgaria (clay). In each location, the teams were divided into two round-robin pools. The top two teams from each pool advanced to a promotion pool, while the bottom two were placed in a relegation pool. In contrast to earlier (and later) practice, the promotion and relegation pools took the form of play-off brackets, instead of using round-robin play.[1]

The inaugural Europe/Africa Zone Group IV tournament was held in two locations. Eight teams met March 19-23 in Gaborone, Botswana, and played a tournament of the same format as used in Group III (they were divided into two round-robin pools, from which the top two advanced to a promotion play-off). Six other teams met May 21-25 in Nicosia, Cyprus, on outdoor clay courts, and played a simple round-robin tournament.[1]
The tournament marked the Davis Cup debuts of Madagascar and Uganda.
