Reason
It's a beautiful and historically significant picture that illustrates its article in a way no other image could, clearly and beautifully showcasing the works of the photographer that the article is about. It's also significant as it showcases early chinese photography, which is an under-appreciated and/or unknown subject to western audiences. While the image quality might not be great, it's in the public domain, and it seems unlikely that any better resolution could easily be obtained.
