I'm aware that universities are normally considered notable. However, I'm having trouble persuading myself that this one exists at all. It doesn't have an .edu domain; it doesn't have a street address; it doesn't get any hits on Gnews or its archive. Yes it was authorised to grant degrees in 1997, but that was seventeen years ago.
