Robert Hall Baker (1839–1882) was an American politician and businessman from Wisconsin.

Baker was a business partner of Jerome Case. He served on the Racine, Wisconsin common council and later served as commissioner of the Racine public achools and as mayor of Racine, Wisconsin. Later, he served in the Wisconsin State Senate.[1]
