Help needed

Although I am a newbie on Wikipedia, I can clearly find User:Delta13C is overtagging a page Nigma Talib knowingly, even there are no such issues, Can someone check his contributions. He seems to be linked with Michael Uzick, check his contribution at Draft:Michael Uzick and attacking the page with a biasness.(refer to the talk page) Please help me to understand if I need to know under Wikipedia editing policies.Perogrimadi (talk) 19:13, 8 November 2015 (UTC)[reply]
